Good disbursement but not subjective
On the morning of March 31, Minister of Transport Nguyen Van Thang chaired the first quarter 2023 meeting of the Ministry of Transport.
Speaking at the meeting, Minister Nguyen Van Thang highly appreciated the efforts of agencies and units that helped the transport sector achieve many outstanding results in the first 3 months of the year such as: Transport output increased sharply and steadily among sectors; traffic accidents decreased sharply in all 3 criteria. In particular, with a disbursement value of about 17,000 billion VND in the first 3 months of the year, the disbursement rate of the Ministry of Transport continued to be higher than the national average (10.35%), being one of two ministries, central agencies and 17 localities with a disbursement rate of over 15%. The Minister said that the disbursement results were relatively good, but at the same time noted that units should not be too happy, but need to clearly identify that the disbursed value is mainly focused on contract advances for the North-South Expressway Phase 2 projects. "The challenge in April and the following months is that investors and contractors must innovate their working methods, focus resources to make advances and create new disbursement volumes, and absolutely must not be subjective" - Minister Nguyen Van Thang emphasized.
The Minister of Transport also requested investors/project management boards to complete and put into operation a number of component expressway projects: Mai Son - National Highway 45, Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay in April 2023 as planned. For projects scheduled to be completed in 2023 and key projects in progress, investors/project management boards must also proactively remove difficulties and obstacles in site clearance and materials to ensure the progress of project implementation according to requirements, especially the North-South Expressway project phase 2. "If they do not proactively remove or promptly report, the project management boards must be responsible to the Government and the Ministry of Transport. The money is available, the requirement is to focus on doing it and innovating the way of doing it. Items that determine progress such as tunnels and bridges must be prioritized for site clearance, favorable site areas need to be constructed in a rolling manner to speed up the progress even more" - the Minister directed.
Regarding the expressway projects: Bien Hoa - Vung Tau, Khanh Hoa - Buon Ma Thuot, Chau Doc - Can Tho - Soc Trang; Ho Chi Minh City Ring Road 3, Capital Region Ring Road 4, the Minister requested the Vietnam Expressway Administration to coordinate with the localities assigned as the managing agencies to complete the procedures for investment and construction, and start the projects before June 30 as required. At the same time, coordinate with the localities to complete the pre-feasibility study reports for the expressway projects: Ninh Binh - Nam Dinh - Thai Binh, Gia Nghia - Chon Thanh, Ho Chi Minh City - Chon Thanh.
Amending the decree on vehicle inspection: If there is "tightening", there must be "opening"
One of the positive results in the first months of the year mentioned by Minister Nguyen Van Thang is that the Ministry of Transport promptly issued Circular 02/2023 amending Circular 16/2021 on motor vehicle inspection, basically solving the congestion of vehicle inspection, achieving high consensus from people and businesses.
On that basis, the Minister of Transport requested the Vietnam Register to continue to coordinate with specialized agencies to research and submit a draft Decree amending Decree 139/2018 regulating the business activities of motor vehicle inspection services.
"The revised Decree 139 will contribute to thoroughly handling the existing problems of vehicle inspection" - Minister Nguyen Van Thang emphasized, at the same time requiring that the research and amendment focus on expanding vehicle inspection activities; the management mechanism must have "tightening" so that the development of vehicle inspection centers does not fall into a "floating" state, but must have appropriate "opening" to ensure the balance of supply and demand.
According to Minister Nguyen Van Thang, the network of inspection centers also needs to focus on large cities with high demand such as Hanoi, Ho Chi Minh City, and Hai Phong City. During the implementation process, any center that violates the regulations will be required to close immediately.
Many outstanding results
Previously, reporting at the meeting, Mr. Uong Viet Dung, Chief of Office of the Ministry of Transport, said that in the first 3 months of 2023, in the context of The world situation continues to fluctuate complicatedly, and there are still many difficulties and challenges in the country. However, with the determination of the Ministry's leaders and the efforts of the entire industry, most aspects of the transport sector's work in the first quarter of 2023 have completed the set plan.
Faced with the serious congestion at inspection centers, especially in Ho Chi Minh City and Hanoi, due to a shortage of human resources, the Ministry of Transport proactively grasped the situation and resolutely directed the Vietnam Register to implement many solutions to maintain inspection activities and urgently add personnel to compensate for the shortage. In the spirit of openness and acceptance, the Ministry's leaders resolutely directed agencies to urgently develop and promulgate a Circular (in a shortened order) amending and supplementing a number of articles of Circular No. 16/2021 regulating the inspection of technical safety and environmental protection of road motor vehicles.
Impressive growth in transport output is also one of the highlights in the first quarter of 2023. According to statistics, freight transport in March is estimated at 185 million tons, up 24% over the same period in 2022, and the cumulative volume in the first 3 months is estimated at 550 million tons, up more than 16% over the same period in 2022. Freight turnover in March is estimated at 40 billion ton-km, up 21.1% over the same period in 2022, and the cumulative volume in the first 3 months is estimated at more than 117 billion ton-km, up nearly 22% over the same period in 2022.
Passenger transport in March 2023 is estimated at more than 372 million passengers, an increase of more than 17% over the same period in 2022, the cumulative 3 months are estimated at 1,115 million passengers, an increase of nearly 29% over the same period in 2022. Passenger turnover in March is estimated at 21.6 million HK.km, an increase of more than 57% over the same period in 2022, the cumulative 3 months are estimated at 63.7 billion HK.km, an increase of 66.5% over the same period in 2022.
Mr. Uong Viet Dung informed: “With the synchronous implementation of solutions, the traffic accident situation in the first 3 months of the year continued to decrease sharply in all 3 criteria. Accumulated from the beginning of the year until now, there have been 2,346 cases nationwide, killing 1,436 people and injuring 1,578 people. Compared to the same period in 2022, the number of cases decreased by 428 cases (-15.43%), 258 deaths (-15.23%), 148 injuries (-8.57%)”.
Regarding investment and development of transport infrastructure, according to Mr. Dung, the Ministry of Transport has completed procedures and started construction of 6/6 projects as planned.
By the end of the first quarter of 2023, the Ministry of Transport had allocated details in two phases with a total of more than VND 94,135 billion, reaching 99.97% of the assigned capital plan. As of March 31, 2023, the agencies under the Ministry had disbursed about VND 17,007 billion, reaching more than 18% of the plan. The disbursement rate in the first 3 months of the year of the Ministry of Transport was higher than the national average (10.35%), being one of two ministries, central agencies and 17 localities with a disbursement rate of over 15%.
Identifying that the second quarter of 2023 will enter the peak tourist season, with increased travel demand, especially during the April 30 - May 1 holidays, Minister Nguyen Van Thang requested specialized management departments to closely coordinate and synchronously deploy solutions to ensure traffic safety and order, tighten transportation activities, manage transportation fares, control vehicle loads, ensure infrastructure conditions; Strictly manage the coordination and use of slots at airlines. |
