Customs: Determined for a drug-free community

(PLVN) - Responding to the Action Month for Drug Prevention and Control in 2025 (June) with the theme "Shared determination - For a drug-free community", the Customs Department issued Official Dispatch No. 7202/CHQ-ĐTCBL to deploy drug prevention and control work in a synchronous manner, ensuring effectiveness, practicality, and suitability to the actual situation.

In recent times, the situation of drug crimes in the customs area has become increasingly complicated with sophisticated, daring tricks and transnational elements. Road, air and express routes are being exploited strongly to transport, transit and even illegally produce drugs.

Implementing the direction of Deputy Prime Minister Le Thanh Long in Official Dispatch No. 4685/VPCP-KGVX, the Customs Department requests units to step up propaganda and dissemination of legal documents and instructions of the Government, the National Committee for AIDS, Drug and Prostitution Prevention and Control; the Ministry of Finance , the Customs Department on drug prevention and control; create a communication campaign across the industry, conveying messages to raise awareness of the harmful effects of drugs, sense of responsibility of Customs officers, civil servants, partners, import-export enterprises and communities of residents at border gates, land borders, fishermen in key sea areas, especially complex areas and areas with high risk of drug crimes.

In the activities of disseminating and popularizing laws and knowledge on drug trafficking, the Customs Department requires increasing the application of 4.0 technology, the Internet and social networks with rich and accessible content and forms, in order to raise the spirit of vigilance, self-denunciation of crimes to prevent and combat illegal buying, selling and transporting of drugs in border areas adjacent to countries, areas with high risk of drugs, key sea areas where drug drift is detected or air routes, focusing on express delivery goods.

Specifically, the Customs Department Office hung banners, billboards, posters, and slogans in response to the 2025 Anti-Corruption Action Month at the Customs Department headquarters; selected appropriate forms, organized communication of the implementation plan and results of the peak month on press, television, the Customs Electronic Information Portal, and digital platforms of the Customs Department. Regional Customs Branches proactively increased the number of news, articles, and reports on the results of the implementation of the peak month on the websites of the regional Customs Branches; proactively coordinated with local authorities, relevant organizations and departments to organize propaganda activities, rallies, and launch anti-corruption movements according to actual conditions and situations...

For customs control forces, specialized anti-drug forces and regional Customs Sub-Departments, especially drug “hot spots” in the whole industry, the Customs Department requires strengthening direction and effective implementation of professional measures; properly and fully deploying processes and procedures for inspection, supervision and customs control of exported and imported goods, exit, entry and transit vehicles at customs clearance locations to proactively and promptly detect, prevent and handle cases of illegal trading and transportation of drugs and precursors. In particular, illegal production of drugs must not occur in customs management areas.

At the same time, focus on strengthening close and effective coordination with the specialized force for drug crime prevention and control (PCTPMT) to deploy a peak period of attacking and suppressing drug crimes, focusing on key and complicated drug routes and areas; in particular, focus on coordinating in exchanging information, developing and implementing tasks, requirements, and plans to strengthen the fight against PCMT in current "hot" areas and some key areas and border gates; ensure timely, unified, and continuous implementation from the beginning to the end, ensuring professional requirements, confidentiality, and effectiveness of the fight against PCTPMT. Thereby, organizing meetings, summarizing, drawing experiences, and exchanging information in coordinating the fight against joint projects, ensuring synchronization and unity.

Strengthen comprehensive and substantive coordination between specialized forces on drug prevention and control, with relevant units of ministries and branches in the work of controlling legal activities related to drugs. Focus on increasing the updating, collection, analysis and evaluation of information on the import and export of precursors; thereby, identifying and having plans to effectively inspect, control and manage key enterprises, companies, factories, workshops, industrial parks and export processing zones in the customs operation area; promptly grasp, detect, prevent and handle, not allowing criminals to take advantage of domestic drug production. Increase the use and maximize the effectiveness of non-invasive screening tools and equipment, especially specialized equipment and service dogs for drug prevention and control work and precursor control...
