(Chinhphu.vn) - At the 1st Government Party Congress, term 2025-2030, officially opened at the National Convention Center (Hanoi) on October 13, Party Central Committee member, Party Secretary, Acting Minister of Agriculture and Environment Tran Duc Thang presented an important speech, outlining orientations and 6 key solutions to strengthen the role of the industry in the new era of national development.

According to Acting Minister of Agriculture and Environment Tran Duc Thang, in recent years the world has witnessed many profound and complex changes. Countries around the world are particularly concerned with food security, promoting the trend of solving food and food problems systematically from input to output of agricultural products. Global climate change is increasingly complex and increasing in intensity, especially extreme weather events that have impacted and caused serious losses to crop productivity, agricultural ecosystems and the lives of people around the world.

Emissions are a tool for major countries to create technical barriers in global trade relations. Climate conferences set targets for carbon neutrality and greenhouse gas emission reduction. In which, the agricultural and environmental sectors become the focus of international commitments.

Acting Minister of Agriculture and Environment Tran Duc Thang said that with the will, aspiration, and spirit of solidarity and responsibility before the Party and the people, in the 2025-2030 term, the entire agricultural and environmental sector has promoted the restructuring of agricultural production towards ecology, greenness, sustainability, quality and high added value; truly promoting the supporting role, ensuring social security and national food security. State management of agriculture and environment in recent years has been strongly innovated, linked with decentralization and delegation of power, bringing many results.

In the period of 2025-2030, closely following the direction of the Central and the Government Party Committee, the Party Committee of the Ministry of Agriculture and Environment determined to focus on strong breakthroughs in development institutions, "ensuring to go ahead and pave the way for industry development", especially to promote the development of green economy , circular economy along the value chain. Focus on developing science and technology, innovation and digital transformation, serving development creation. Strong breakthroughs in building agricultural, rural and environmental infrastructure in a synchronous, modern and effective direction. At the same time, determined to develop high-quality, highly qualified human resources, attract and utilize talents, creating strong changes in personnel work.

To carry out the above tasks, Acting Minister of Agriculture and Environment Tran Duc Thang said that the Party Committee of the Ministry of Agriculture and Environment identified 6 key solutions in leadership and direction.

Firstly, to promote the work of party building, promote the fighting strength of party organizations and party members in the entire Party Committee, in order to meet the leadership requirements of the industry in the new era, the era of national rise and the policies and guidelines that will be determined at the 14th National Congress of the Party. Party building work is considered a regular, central, and continuous task associated with all leadership and direction activities of the Ministry.

Second, proactively perfect the industry's policy mechanism to create room and space for economic and social development. In particular, the focus is on removing obstacles in the management of land, water and mineral resources, creating positive changes in environmental protection, and strongly developing the marine economy. Complete the construction of industry databases, ensuring connection and communication with national databases on population, taxes, planning, construction, etc.

Third, review and complete plans, strategies, programs and projects in accordance with the two-level local government model, according to the requirements of economic and social development in the new period, especially in areas related to people's lives.

Fourth, encourage and support the development of enterprises and cooperatives and strengthen international cooperation to mobilize all resources to participate in investment in the fields of agriculture and environment. Build and perfect the mechanism to promote private economic development in agriculture, build and effectively implement the national target program on new rural construction and sustainable poverty reduction for the period 2026-2035. Comprehensively innovate agricultural extension activities to develop agriculture linked to the market, technology and emission reduction.

Fifth, continue to review and improve the organizational system and operations of the industry from the central to grassroots levels, in line with streamlining the apparatus and implementing the 2-level local government model. Promote administrative procedure reform, associated with digital transformation, decentralization, and further decentralization to localities.

Sixth, strengthen proactive and effective coordination with Central Party Committees, National Assembly agencies, ministries, branches, the Government and local authorities to serve people, communities and businesses better and better.

To effectively implement the set goals and tasks, Acting Minister of Agriculture and Environment Tran Duc Thang requested the Standing Committee and the Government Party Executive Committee, headed by the Party Secretary and Prime Minister, to continue to pay attention to and direct the comprehensive and effective implementation of the industry's goals. At the same time, he requested the central and local ministries and branches to continue to pay attention to and closely coordinate with the Party Committee of the Ministry of Agriculture and Environment to successfully complete the tasks assigned by the Party and the people.
