Merge units with the same function
Director of Dong Nai Department of Health, specialist doctor II Le Quang Trung said that through meetings, leaders of Dong Nai Department of Health and Binh Phuoc Department of Health agreed to propose that in the immediate future, the office of Dong Nai Department of Health (new) will remain at the current address of No. 2, Phan Dinh Phung Street, Quang Vinh Ward, Bien Hoa City. It is expected that about 10-15 management staff of Binh Phuoc Department of Health will go to Facility 1 (currently Dong Nai) to work. Professional staff will stay at Facility 2 to ensure state management work, stay close to the area, and serve the people.
The new Dong Nai Department of Health has the function of advising and assisting the Provincial People's Committee in state management of disease prevention; medical examination, treatment, rehabilitation; medical examination, forensic medicine, forensic psychiatry; mothers and children; population; social protection; prevention and control of social evils (excluding drug addiction treatment and post-treatment management); traditional medicine; pharmaceuticals, cosmetics; food safety; medical equipment; health insurance and state management of public services in the fields under the scope and authority of the Provincial People's Committee.
On that basis, the specialized and professional departments and units with the same functions of the two health departments will be merged. The public service units of the two units, including provincial general hospitals; specialized hospitals; regional general hospitals; Social Work Center and Children's Support Fund, will be transferred to the Dong Nai Department of Health (new).
District health centers will be transformed into regional health centers in charge of communes and wards. Health stations will remain in operation to ensure that health care is close to the people, serving the people from epidemic prevention and control, primary health care, to medical examination and treatment.
It is expected that after the organizational structure is reorganized, the new Dong Nai Department of Health will include specialized departments and 39 public service units, including: Dong Nai General Hospital; Thong Nhat General Hospital, Long Khanh Regional General Hospital; Dinh Quan Regional General Hospital; Long Thanh Regional General Hospital; Dong Nai Children's Hospital; Dermatology Hospital; Lung Hospital; Traditional Medicine Hospital; Binh Phuoc General Hospital; Binh Phuoc Traditional Medicine Hospital; Center for Disease Control; Testing Center; Medical Assessment Center; Forensic Center; Center for Social Work and Children's Protection Fund; Binh Phuoc Social Protection Center and 22 regional medical centers.
Thus, after the merger, the health sector will basically have fewer management units, while specialized units will remain the same to ensure the best service to the people.
No interruption to work
Dr. Tran Minh Hoa, Director of the Dong Nai Center for Disease Control (CDC), said that the Dong Nai CDC and Binh Phuoc CDC have met to discuss the merger of the two units based on the direction of leaders at all levels. Accordingly, the new Dong Nai CDC will have the function of advising and organizing the implementation of professional, technical and operational activities on the prevention and control of epidemics, infectious diseases and non-communicable diseases; prevention and control of the impact of risk factors affecting health; public health management; examination, detection, preventive treatment and other medical services appropriate to the professional field in the province according to the provisions of law.
Director of Vinh Cuu District Medical Center, Dr. Ho Van Hoai said that after the Provincial People's Committee issued Decision No. 1884/QD-UBND dated June 10, 2025 approving the Project on Reorganizing the local government apparatus at the commune level after the end of the district government's duties, the unit immediately started implementing it.
According to the above decision, district-level health centers will be reorganized to provide services according to inter-commune and inter-ward areas. The old commune and ward health stations will be reorganized to establish 55 commune and ward health stations under the regional health center. The health stations in the old communes will continue to be used as stations to serve the people.
Director of Dong Nai General Hospital Ngo Duc Tuan shared that all activities of the hospital are still going on normally. The hospital is making every effort to prepare the necessary conditions to move towards establishing 3 centers: Cardiovascular, Oncology and Emergency 115. In particular, the hospital plans to conduct the first kidney transplant on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2).

Dong Nai Department of Health has 7 specialized departments and equivalent, 25 affiliated public service units with more than 8,600 civil servants, public employees and nearly 1,300 contract workers 111. Meanwhile, Binh Phuoc Department of Health has 5 specialized departments, 7 affiliated agencies and units and 11 district-level medical centers under the management of the district-level People's Committee with more than 2,800 civil servants, public employees and 364 contract workers 111.
