The Ministry of Finance has proactively coordinated with ministries, branches and localities to develop a set of socio -economic statistical indicators at the provincial and communal levels, ensuring consistency and synchronization.

Based on 28 proposed provincial socio-economic statistical indicators, the General Statistics Office has compiled and synthesized data series of 34 provinces and centrally-run cities (new) and built a basic growth scenario for the period 2026 - 2030 of 34 localities after the merger.
The provincial-level indicator set includes 28 indicators (43 indicators including component indicators) in 3 areas: Economic field (7 indicators), social field (16 indicators), environmental field (5 indicators).
The commune-level indicator set includes 8 indicators; including 2 economic indicators, 4 social indicators and 2 environmental indicators.
The General Statistics Office estimates the GRDP growth rate according to the baseline growth scenario for the 2026-2030 period for 34 provinces and centrally run cities.
Regarding social and environmental indicators, among the 10 indicators managed by the General Statistics Office, the data for the period 2026-2030 has been estimated for the average population indicator and population growth rate disaggregation.
The General Statistics Office recommends that localities review, supplement and complete the list of provincial and commune-level indicators.
The set of provincial and communal indicators includes core indicators; localities can flexibly add 3-5 provincial indicators and 2-3 communal indicators to reflect the specific characteristics of each locality, thereby supplementing and clarifying the characteristics of the socio-economic situation in the area.
Also at the conference, representatives of the General Statistics Office provided guidance on building growth scenarios; how to calculate the average annual growth rate of total product value at the commune level; human development index; average income per capita at the provincial and commune levels; and the proportion of added value of the digital economy in the total product in the area (GRDP).
