According to the Project, 171 current Health Stations will be arranged into 60 main Health Stations and 106 station points. 5 Health Stations will stop operating, including: Bach Dang Ward Health Station (Ha Long City), Tien Yen Town Health Station (Tien Yen District), Binh Lieu Town Health Station (Binh Lieu District), Cai Rong Town Health Station (Van Don District), Co To Town Health Station (Co To District).
Each commune, ward, and special zone after the arrangement has at least 1 main health station. All the staff working at the existing health stations will be transferred to the new health stations after the arrangement. Each main station and station point will have 1 doctor. If the stations cannot arrange a doctor, a doctor will be sent from the health center.
For main health stations and stations in difficult areas, far from the center, the full implementation of medical examination and treatment, preventive medicine, population functions... is ensured according to the National Criteria for Commune Health for the period up to 2030 (issued in Decision No. 1300/QD-BYT).
The health stations identified as the main headquarters will continue to be used stably to ensure medical examination, treatment and primary health care activities. Headquarters that are no longer in use due to changes in location, population size or organizational model will be handed over to the local authorities for management and use.
The province currently has 13 district-level medical centers, including 10 multi-functional medical centers; 2 incomplete multi-functional medical centers (Ha Long City Medical Center and Uong Bi City Medical Center have the function of examining and treating health insurance patients but do not have inpatient beds) and 1 medical center has only the function of preventive medicine (Cam Pha City Medical Center). According to the Project, the district-level medical centers will adjust their names (removing the words "district, town, city") because there are no longer district-level boundaries. The medical centers continue to be public service units under the Department of Health; maintaining the status quo of headquarters, facilities, assets and financial resources; organizational structure, leadership and number of employees currently working at the medical centers.
In the next phase, the provincial health sector will continue to review and arrange health centers by merging small-scale units with limited capacity or adjacent areas to form a regional hospital model. The project also considers adjusting functions, transferring the reserve function from health centers to health stations and possibly stopping the operation of some health centers with few functions or no inpatient beds (health centers Ha Long, Uong Bi, Cam Pha); it is expected to stop the operation of regional polyclinics in the province.
After stabilizing the organization of the grassroots health system, the provincial health sector continues to study and plan to reorganize and merge some provincial health units. The reorganization of units is carried out under the direction of the Central Government.
The provincial health sector is currently maintaining the same status quo after the reorganization, including: Department leaders, professional and technical departments, state management agencies under the Department of Health; provincial-level public service units; district-level public service units, maintaining the same status of 3 hospitals, including: Cam Pha Regional General Hospital; Cam Pha General Hospital; Ha Long General Hospital.
