Nghe An: First time recruiting teachers under two-level local government model

The Department of Education and Training of Nghe An province has just announced the decision to recruit 829 positions for preschool, primary, secondary school and school staff according to Document No. 278/TB-SGD&DT dated November 14, 2025.

Many schools in Nghe An have changed their teaching and learning methods and assessment methods to improve the quality of education (documentary photo).

This is the first recruitment round in the 2025-2026 school year to ensure that the team of teachers and educational staff is sufficient in quantity and structure, meeting the requirements of improving the quality of education in the province.

Specifically, the Department will recruit 780 teachers directly teaching in the classroom, including 198 positions for preschool, 249 positions for primary school and 284 positions for secondary school. In particular, this time, the Department will recruit 49 positions for staff in schools such as intermediate accountants, intermediate clerks, level IV librarians, equipment officers, laboratory workers, school health workers , and teaching staff. The Department of Education and Training will receive recruitment applications from November 15 to December 14, and will start recruiting from December 15. The first round of recruitment is expected to be completed before January 20, 2026.

This is the first time in Nghe An that the recruitment of teachers at preschool, primary and secondary levels has been assigned to the Department of Education and Training under the two-level local government model.

In this round, candidates belonging to priority categories according to regulations will have points added to the results of round 2, including: Heroes of the Armed Forces, war invalids (7.5 points); ethnic minorities, demobilized officers, children of martyrs... (5 points); people who have completed military service, police, youth volunteers (2.5 points); union officials who have grown up from the grassroots (1.5 points). If a candidate belongs to many priority categories, only the highest level will be counted. For positions that still have quotas after recruitment and contract recruitment according to Decree 06/2018/ND-CP, the Council will consider recruiting people with the next lower results in equivalent positions. Recruitment results will not be saved for the next round.

Previously, the People's Committee of Nghe An province issued Decision 3235/QD-UBND to assign more than 43,000 civil servant positions to educational institutions in 2025, allocated based on the number of students and the number of existing civil servants. After being assigned the task of mobilizing, rotating and recruiting teachers under the two-level local government model, the Department of Education and Training requested all schools to review and report recruitment needs, based on the number of existing teachers and the number of positions assigned in the school year. According to initial statistics, many schools need to recruit from 5 to 10 teachers.
