Mr. Duong Thang, a resident of Vinh Loc ward, said: “I have never seen such a strange and persistent storm. It lasted from about 5:30 pm until 11 pm before it stopped. Just hearing the howling wind was terrifying. When the wind stopped, I opened the door and used a flashlight to look outside, but trees were broken and scattered everywhere, I didn’t dare look.”

* On the evening of August 25, in Hanoi and many provinces in the Northern Delta, it rained heavily. In coastal provinces and cities such as Quang Ninh, Hai Phong, Hung Yen (Southern region), Ninh Binh, etc., there was rain with storm-like winds (level 9-12).
The cause is the northern circulation of the edge of storm number 5.

In Ninh Binh province, at around 9:00 p.m. on August 25, during the rain, a tornado suddenly appeared at the Thi Son intersection, Ly Thuong Kiet ward.
The tornado only appeared for about 1 minute but it ripped up and blew away hundreds of corrugated iron roofs and signs...
At the scene, people were shocked to see power lines falling onto the road. The tornado even overturned some vehicles.

A house had its walls and beams collapsed due to the tornado toppling the corrugated iron and steel roof, dragging along the concrete structure.

Authorities and residents are urgently assessing the damage, overcoming the consequences and ensuring safety for the area.
The tornado is considered an extreme development related to the circulation of storm No. 5 that has been raging in the North Central region since noon on August 25 until late at night and has not yet stopped.

Storm No. 5 is an unusual storm.
On the evening of August 25, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep shared information with the press: Storm No. 5 is an unusual storm as it only took 3 days from its formation in the East Sea to landfall, twice as fast as normal.
Before making landfall, the storm remained almost stationary for about 2 hours, which could easily lead to complacency if there was a lack of timely warning. Winds when making landfall in Ha Tinh were at level 10, gusting to level 12-13.
Deputy Minister Nguyen Hoang Hiep warned of the risk of flash floods and major flooding due to storm No. 5.
