Decree 156/2025/ND-CP: Raising the level of unsecured loans, reducing procedures for customers to borrow capital from July 1

Decree No. 156/2025/ND-CP increases the maximum unsecured loan amount for individuals, households, cooperatives, business households, cooperatives, cooperative unions and farm owners from 300 million to 5 billion VND. The Decree takes effect from July 1, 2025.

The Government issued Decree No. 156/2025/ND-CP dated June 16, 2025 amending and supplementing a number of articles of Decree No. 55/2015/ND-CP dated June 9, 2015 of the Government on credit policy for agricultural and rural development, which was amended and supplemented by a number of articles under Decree No. 116/2018/ND-CP dated September 7, 2018 of the Government.

According to the State Bank, the amended and supplemented regulations in Decree 156/2025/ND-CP aim to be consistent with the current capital demand for agricultural production and continue to promote efficiency, put into practice in the coming time in accordance with the policies and directions of the Party and State, contributing to further unlocking resources for the rural agricultural sector, contributing to the common effort to complete the goal of accelerating, breaking through, and reaching the finish line in the socio -economic development of the whole country in the coming time.

Decree No. 156/2025/ND-CP consists of 4 Articles with the following main contents:

Regarding the amended contents : Amend Clause 1, Article 3, regulations on rural areas to conform to the 2-level local government model and relevant legal regulations.

Accordingly, rural areas are the administrative boundaries of communes and special zones (excluding special zones where local authorities in special zones perform the corresponding tasks and powers of local authorities in wards).

Increase the maximum unsecured loan amount for business households, cooperatives...

Amend Clause 2, Article 9 to increase the maximum unsecured loan amount for individuals, households, cooperatives, business households, cooperatives, cooperative unions and farm owners to suit the capital needs for agricultural production of current customers.

Accordingly: The unsecured loan amount for individuals and households is increased from 100-200 million VND to 300 million VND.

The unsecured loan amount for cooperatives and business households is increased from VND300 million to VND500 million.

The unsecured loan amount for farm owners is increased from VND 1-2 billion to VND 3 billion.

The unsecured loan level for cooperatives and cooperative unions is increased from 1 - 3 billion VND to 5 billion VND.

Reduce procedures, create convenience for customers to borrow capital

Amend Clause 3, Article 9 to reduce administrative procedures, creating convenience for customers when borrowing capital from credit institutions.

Accordingly, the content related to the requirement to submit a certificate of not having been granted a land use right certificate and the land is not in dispute confirmed by the People's Committee at the commune level is removed.

At the same time, it is stipulated that customers are allowed to borrow without collateral and the credit institution must agree (instead of requiring it as previously stipulated) that the customer submit to the credit institution a certificate of land use rights and ownership of assets attached to the customer's land during the loan period without collateral at the credit institution.

Amend Clause 1, Article 12, Clauses 2 and 3, Article 13, which stipulate the restructuring of debt repayment terms, maintaining the debt group and setting up provisions to handle risks in the direction of assigning the State Bank of Vietnam to regulate the restructuring of debt repayment terms for debts that are kept in the same debt group according to Decree 55/2015/ND-CP.

At the same time, provide guidance on debt classification and risk provisioning for debts that are kept in the same debt group to comply with the Law on Credit Institutions 2024 and relevant legal regulations.

Amend Clause 2, Article 25 to stipulate that in cases where there are multiple support policies from the state budget for customers suffering losses due to objective or force majeure reasons, customers can choose to enjoy one support policy from the state budget.

Supplementing credit policies to encourage organic and circular agriculture

Regarding additional contents: The subjects of application are state management agencies, organizations and other individuals involved in the implementation of the Decree.

Supplement some concepts related to debt forgiveness policy to facilitate debt forgiveness work and be consistent with the reality of debt forgiveness in recent times.

Supplementing credit policies to encourage organic and circular agriculture to enjoy credit policies similar to those for customers producing high-tech agriculture and agricultural production linkages (regarding unsecured loans and risk handling mechanisms) to suit the current trend of agricultural development according to new models under the direction of the Prime Minister.

Regarding the abolished contents: Abolish some provisions related to the tasks of the Ministries (Article 20, Clause 3, Article 21) to be consistent with the results of the arrangement and streamlining of the Government's organizational apparatus. At the same time, abolish the provisions in Clause 3, Article 8, Clause 2, Article 22 to be consistent with the Law on Credit Institutions and consistent with other contents in the draft Decree.

The Decree takes effect from July 1, 2025./.
