LNG Ca Na power project worth over 57,000 billion VND: Only 1 contractor submitted documents
Khanh Hoa Department of Industry and Trade said that only Trung Nam - Sideros River Joint Venture submitted a bid for the 1,500 MW Ca Na LNG Power Plant project, with a total capital of more than VND57,000 billion. The electricity selling price is VND3,294.22/kWh (equivalent to 12.83 cents/kWh). VPBank is the bid guarantee unit for nearly VND574 billion.

The project includes a combined cycle gas turbine plant, an LNG terminal, a regasification system, an LNG import terminal and a breakwater. It is expected to be implemented on an area of over 139 hectares in Ca Na commune, Khanh Hoa . The investor selection process will last from the first quarter to the fourth quarter of 2025, with investment preparation starting in 2026 and operation in 2026 according to the plan approved by the Prime Minister to be supplemented from 2021.
PPP investment agreement to expand Hanoi - Thai Nguyen expressway to 6 lanes
The Hanoi People's Committee agreed with the proposal to invest in the complete expansion of the CT.07 expressway from Hanoi to Thai Nguyen under the PPP model, with the Thai Nguyen Provincial People's Committee as the competent authority. Hanoi proposed to exclude the section that overlaps with the Gia Binh airport connection route because it is using public investment capital. The project proposed by Phuong Thanh Company has a total length of more than 100 km, including the Hanoi - Thai Nguyen section of 61.2 km with 6 lanes, and the Thai Nguyen - Cho Moi section of 39.49 km with 4 lanes, both designed for a speed of 100 km/h.

The total investment is expected to be nearly VND16,800 billion, of which about VND5,363 billion is state capital. Hanoi requires ensuring technical connectivity and synchronization with related projects such as Ring Road 3, Tu Lien Bridge and Gia Binh Airport connection road.

The investor – Chu Se Rubber One Member Co., Ltd. – was assigned to complete the 1/2000 planning and all infrastructure before October 2026. The project has a total capital of more than 476 billion VND, currently implementing phase 1 with 10 registered investors.
Prime Minister requests Chau Doc - Can Tho - Soc Trang expressway to open to traffic by the end of this year
Prime Minister Pham Minh Chinh requested units to be determined to basically open the Chau Doc – Can Tho – Soc Trang expressway to traffic on December 19, 2025. To date, 100% of the site has been cleared, with construction output reaching 52.87%. The Prime Minister directed the mobilization of the entire political system to participate, increase construction in 3 shifts, ensure quality, safety and effective regional connectivity.
Gia Lai "sets" August 19 to start construction of Phu My Industrial Park Project
Gia Lai Provincial People's Committee requested departments, branches, localities and investors to urgently complete preparations to organize the groundbreaking ceremony of Phu My Industrial Park Project on August 19, 2025. The project is invested by Phu My Investment Group Joint Stock Company, with a scale of 436.8 hectares, total capital of more than 4,569 billion VND, expected to be implemented within 48 months.
Currently, the basic legal procedures have been completed, site clearance is being implemented, and the environmental impact assessment report will be approved in July or early August. After the groundbreaking ceremony, the investor will focus on building technical infrastructure, striving to attract at least 2 secondary investors in 2025.
Global investment capital focuses on high-tech, digital economy sectors
Global FDI in 2024 is expected to reach $1.37 trillion, recovering slightly after two years of decline. The first half of 2025 will record 4% growth, with capital flows focusing heavily on high technology, the digital economy and renewable energy. In parallel, three key commercial housing projects and three social housing projects in the old Thai Binh City have also been accelerated, with a series of items completed or about to start construction in August 2025. Ho Chi Minh City studies construction of Di An - Bau Bang railway with investment capital of 64,148 billion VND
Ho Chi Minh City is studying the investment in the 52.3 km Di An – Bau Bang railway line, of which 39.5 km is elevated, connecting from An Binh station to Bau Bang station. The line uses a 1,435 mm gauge, serving both passengers and freight, with passenger trains running at 160 km/h and freight trains at 120 km/h.

The project has a total investment capital of more than VND 64,148 billion, mobilized from the central and local budgets and socialized sources such as land auctions according to the TOD model. The project is implemented according to the Railway Law 2025 and Law No. 90/2025/QH15 amending a number of laws related to public investment.
Assign the managing unit to invest in the Dinh Ba - Cao Lanh border gate expressway with a capital of 21,856 billion VND
Deputy Prime Minister Tran Hong Ha has agreed to assign the People's Committee of Dong Thap province to be the managing agency of the project to build the Dinh Ba - Cao Lanh border gate expressway, part of the Hong Ngu - Tra Vinh expressway. The route is about 68 km long, with a scale of 4 lanes, a design speed of 100 km/h, and a total estimated investment of VND 21,856 billion.

The project aims to connect traffic from Dinh Ba border gate to economic zones, seaports, and the North-South expressway, contributing to the socio-economic development, defense and security of the Mekong Delta. It is expected to be implemented before 2030 according to the plan, with priority given to the PPP form.
Da Nang: Additional 500 billion VND to renovate and upgrade National Highway 14D
The Prime Minister has just issued Decision No. 1556/QD-TTg, adding 33,680 billion VND to the estimated development investment expenditure for 2025 from the increased central budget revenue in 2024. Of which, Da Nang is allocated 500 billion VND to implement a new project starting in the period 2021-2025: renovating and upgrading National Highway 14D through Quang Nam province (old).

Allow Lach Huyen Port No. 1 and 2 to receive 165,000 DWT container ships with reduced load
The Ministry of Construction has just approved Port No. 1 and 2 - Lach Huyen Port Area (Hai Phong) to receive container ships with a capacity of up to 165,000 DWT with reduced load. The port is operated by Tan Cang Hai Phong International Container Port Company Limited, and has been operating since June 2019 with a scale of 2 berths 750 m long, water depth in front of the berth -16 m.

The Vietnam Maritime Administration is responsible for maritime safety supervision, structural inspection, fire prevention and fighting, and environmental protection. Previously, the port successfully welcomed 7 large tonnage ships and was assessed as qualified to receive 165,000 DWT ships with reduced load according to regulations.
Proposal to build Ninh Binh airport with capacity of 10 million passengers, able to receive Boeing 787 aircraft
Ninh Binh Provincial People's Committee proposed to build Ninh Binh International Airport in Liem Tuyen Ward, on an area of 720 hectares, meeting ICAO level 4E standards with 2 runways, accommodating large aircraft such as Boeing 787, A350. The airport is expected to have a capacity of 10 million passengers/year and can be expanded in the future.

The province is proposing the Ministry of Construction support the project to submit to the Prime Minister for inclusion in the National Airport System Planning. If approved, the airport will create momentum for economic development, attract investment, promote tourism, urbanization and regional connectivity. The land clearance is estimated to affect 1,080 households, 15 cemeteries, 2 religious establishments and 4 schools.
Unblocking and mobilizing maximum resources for growth
The government targets GDP growth of 8.3–8.5% in 2025, with investment as the main driving force. In addition to nearly VND1 quadrillion in public investment capital – the first time the target of 100% disbursement has been set – an additional USD83 billion is needed from the private sector, foreign capital and other sources in the second half of the year. However, the major challenge is the thousands of backlogged projects with USD235 billion in “frozen” capital, along with slow growth in private and foreign investment flows.
The Ministry of Finance emphasized that the effectiveness of policies and the ability to mobilize and use resources will determine the growth scenario. Effective implementation of resolutions on private economic development, removing backlog projects, promoting large-scale investment and operating flexible fiscal and monetary policies will be the key to creating momentum for sustainable growth.
Challenges in implementing power projects in the adjusted Power Plan VIII
The Ministry of Industry and Trade has just requested localities to report on difficulties in implementing the adjusted Power Plan VIII before July 29, 2025. The biggest obstacle is the requirement to bid to select investors for land-use projects, which makes many businesses hesitant. Localities such as Quang Tri and Ha Tinh propose separate mechanisms for wind power projects, due to the difficulty in establishing 1/2,000 zoning plans. Some investors face obstacles due to the lack of connection plans in Decision 1509/QD-BCT, causing procedural bottlenecks.

Meanwhile, LNG power projects such as Nghi Son and Ca Na are not attracting investors due to concerns about financial risks and difficulties in accessing loans. Experts warn that if the issue is not resolved promptly, the risk of not being able to implement the adjusted Power Plan VIII on schedule is real.
Hai Phong focuses on site clearance for Lao Cai - Hanoi - Hai Phong railway project
Minister of Construction Tran Hong Minh requested Hai Phong City to focus on site clearance for the Lao Cai – Hanoi – Hai Phong Railway Project, ensuring the construction starts on schedule. The section through Hai Phong is 89.88 km long, passing through 24 communes and wards, requiring the acquisition of 624.13 hectares of land, affecting 6,096 households, of which more than 1,700 households need to be resettled.
The city has established a working group to determine the locations of 14 resettlement projects and complete the measurement and temporary marking of the entire route. The Minister emphasized the need to ensure transparency, prioritize on-site resettlement, and closely coordinate between the parties to speed up progress, creating a premise to promote logistics and industrial development when the project is completed.
Establishment of the Council for appraisal of the policy of building the Cai Mep Ha downstream port complex, logistics center
Deputy Prime Minister Tran Hong Ha has signed a decision to establish a State Appraisal Council to consider the investment policy of the Cai Mep Ha downstream port complex project, logistics center and industrial, urban and service functional areas in Ho Chi Minh City. The Council, chaired by the Minister of Finance, includes leaders of many ministries and the Ho Chi Minh City People's Committee, and is responsible for appraising the project documents to submit to the Government and the National Assembly for consideration and approval.
The project is considered urgent in the context of Cai Mep - Thi Vai port cluster playing a key role in the global logistics chain, being the strategic export gateway of the Southeast region, with the capacity to receive ships up to 250,000 tons and 48 international container routes per week.
Strive to disburse 100% of public investment capital for national target programs by 2025
Deputy Prime Minister Nguyen Hoa Binh has just signed and issued the 2025 Work Program of the Central Steering Committee for National Target Programs for the 2021-2025 period. The goal is to complete the highest programs: building new rural areas, sustainable poverty reduction, and developing ethnic minority and mountainous areas.
The Steering Committee requested to accelerate the disbursement of public investment capital, striving to achieve 100% of the 2025 budget, promptly review policies, improve institutions, strengthen supervision and clearly decentralize responsibilities. At the same time, prepare to summarize the 2021-2025 period and propose directions for the next period. The program also assigned members to monitor and direct each specific area after the merger to ensure effective implementation.
10,000 billion VND anti-flooding project in Ho Chi Minh City to be completed in 2026
After the Government issued Resolution 212/NQ-CP to remove legal obstacles, the 10,000 billion VND anti-flooding project in Ho Chi Minh City will resume construction and be completed in 2026, with final settlement in 2027.
The project has reached more than 90% of the volume but had to be suspended since 2020 due to lack of capital. The total investment is currently estimated at VND 15,400 billion, of which the interest expense has exceeded VND 2,900 billion. The Ho Chi Minh City People's Committee has assigned Working Group 1970 to coordinate with units to deploy the implementation plan, ensure completion, acceptance and operation of the project according to the new schedule.

Ho Chi Minh City aims to complete compensation, support, resettlement and handover of the North-South high-speed railway project in December 2026. The city requires investors to urgently prepare and submit for approval the resettlement project before August 19, 2025 and complete compensation procedures in October 2025.
The section through Ho Chi Minh City is 13.49 km long, occupying about 110 hectares of land in Thu Duc City, with compensation costs of more than VND 2,575 billion. At the same time, Ho Chi Minh City is also reviewing the land fund in the surrounding area to develop according to the TOD model, to be completed in the third quarter of 2026.
