At the working session, Party Secretaries of communes and wards raised many opinions and recommendations related to citizen reception work in the context of operating two-level local government.

Mr. Dang Hoang Tuan, Secretary of the Tan Tru Commune Party Committee, said that since its establishment and operation under the two-level local government model, the commune has established 13 working groups directly in charge by standing committee members and party committee members to grasp the specific situation in the area, listen to and resolve complaints from the people at the grassroots level. The Party Committee Secretary organized a dialogue with the people to listen to their situation and give advice to ensure effective operations. Thanks to that, people's complaints were quickly resolved, creating consensus and limiting mass complaints and denunciations. However, the settlement of work at the commune level is currently facing many difficulties due to lack of personnel, uneven expertise; the commune police force is too thin, not enough staff, so the implementation of activities faces many obstacles..., affecting the quality of service to the people.

Mr. Le Thanh Dong, Secretary of Kien Tuong Ward Party Committee shared: Currently, the locality lacks a team of specialized and knowledgeable staff to receive and advise on handling complaints and denunciations. In addition, Kien Tuong Ward also lacks specialized staff in agriculture , information technology, transportation, health, etc., affecting the quality of professional activities, as well as handling complaints and denunciations. The ward recommends that the province consider adding suitable personnel or organizing specialized training for staff at the grassroots level...

According to Mr. Nguyen Thanh Tien, Deputy Head of the Internal Affairs Committee of Tay Ninh Provincial Party Committee, since the beginning of the operation of the two-level local government, the whole province has had nearly 1,100 citizens come to the citizen reception locations of communes and wards to reflect, make recommendations, and exchange information; there were no large groups, no complicated complaints or denunciations. The authorities have received 1,117 petitions with contents mainly related to the fields of land, compensation, site clearance, environment, administrative procedures, etc. The authorities have resolved 586 petitions.

The Party Committee Secretaries of communes and wards strictly implement Regulation No. 11-Qdi/TW of the Politburo on the responsibility of Party Committee leaders in receiving citizens, having direct dialogue with citizens and handling people's feedback and recommendations. The Party Committee Secretaries of communes and wards strictly implement regular citizen reception twice a month and receive citizens unexpectedly when incidents arise; in addition, they also arrange civil servants to be in charge of directly receiving citizens regularly at the citizen reception room. The communes and wards have developed a schedule for citizen reception in accordance with regulations, posted and publicly announced at the citizen reception location and on the electronic information page of the commune and ward.

At the meeting, Tay Ninh Provincial Party Secretary Nguyen Van Quyet said that the province is in the process of strong development with a series of works and projects to be implemented in the coming time, the number of complaints and petitions is expected to increase, so it is recommended that all levels and sectors have high political determination, pay attention to public reception, and resolve complaints and denunciations of the people. The implementation method needs to be methodical, orderly, and in accordance with regulations. Communes and wards need to arrange staff and appropriate, airy, and polite citizen reception offices; pay attention to widely deploying the establishment of working groups in charge of the area, directly listening to the thoughts and aspirations of the people to resolve them right at the grassroots level. Communes and wards need to do a good job of coordinating between localities and with specialized agencies and sectors in handling and resolving complaints and denunciations of the people, not to affect the rights of the people and cause mass complaints. The Internal Affairs Committee, the Organization Committee and relevant departments and branches shall review the entire regulation to consider amendments or propose to the Central Government to amend it in accordance with the current practical situation.
