Young people contribute ideas to the 14th Congress documents: Enhancing culture, empowering disadvantaged groups, creating modern healthcare

On November 11, the Central Youth Union held a conference of key officials of the Vietnam Youth Union, members of the Vietnam Youth Union and outstanding youth to give comments on draft documents of the 14th National Party Congress.

Speaking at the conference, comrade Nguyen Tuong Lam, Chairman of the Vietnam Youth Union (VYU), affirmed: The 14th National Congress of the Party is a particularly important political event, marking a historical milestone and establishing the vision and aspiration for national development in the period when Vietnam enters a decade of innovation, rapid and sustainable development, towards the goal of becoming a developed, high-income country by 2045.

According to comrade Nguyen Tuong Lam, the draft documents submitted to the 14th National Party Congress have been elaborately developed by the Central Executive Committee, the Politburo and the Secretariat, crystallizing the intelligence and creativity of the entire Party, the entire people and the entire army. This document has many new points: Emphasizing revolutionary nature, actionability, feasibility; presenting concisely, succinctly, and focusing; enhancing generality and ensuring consistent connection when integrating three major documents into a political report with a clear structure between political, economic and social areas.

In contributing ideas to the draft, the Central Secretariat of the Youth Union has received many enthusiastic comments from Youth Union officials and youths from all over the country. Up to now, two major conferences have been held: the Conference of key Youth Union officials on October 22 and the Conference of key officials of the Vietnam Youth Union today. At the same time, comments have been widely deployed through the Youth Union's press channels, the chatbot system on social networks and the activities of the Union's chapters at all levels.

According to the summary, the Union and Youth Union at all levels have posted more than 2,184 news and articles to promote the collection of opinions; organized 904 conferences; attracted about 51,000 delegates to attend in person and online. The contents related to the documents reached nearly 300,000 views, with nearly 70,000 opinions sent via chatbot.

Comrade Nguyen Tuong Lam emphasized that the conference has a particularly important meaning and asked delegates to focus on giving their opinions on a number of key contents: Giving opinions on the topic of the political report, evaluating the outstanding results in implementing the Resolution of the 13th National Congress, clearly identifying the limitations, weaknesses, bottlenecks hindering development and drawing lessons after 5 years. At the same time, forecasting the situation in the new period; giving opinions on guiding viewpoints and development goals for the period 2026 - 2030; proposing tasks and solutions on developing the private economy, green economy, digital economy and sustainable development goals.

Along with that, clarify the central role of science, technology and innovation in the new growth model, considering this as the key driving force in the process of industrialization and modernization of the country; request attention to contributing ideas on mechanisms and policies suitable for social classes such as workers, farmers, intellectuals, businessmen; ethnic and religious policies and policies for overseas Vietnamese, in order to arouse and promote the highest strength of national unity.

Regarding social security, comrade Nguyen Tuong Lam said that the draft identifies this as an important pillar to ensure social security, political stability and improve people's lives. Delegates are asked to discuss and contribute solutions to build a modern social security system, promote digital transformation, ensure fairness, transparency, efficiency and convenience for all people. He also noted the need to give specific comments on the development of cultural industries in the digital age, in the direction of harmoniously combining modern elements with advanced Vietnamese cultural identity, imbued with national traditions.

At the conference, representing young artists, singer Dong Hung (Thang Long Song and Dance Theatre) shared that the draft on cultural industry development has clearly identified the special role of culture as an important driving force for sustainable development. According to the singer, culture is no longer just a foundation but has become a lever. When the Party advocates increasing resources and promoting the cultural industry, artists will have more opportunities to create and produce works that are both aesthetically valuable and economically effective, while spreading Vietnamese identity to the world.

“The artistic path I am pursuing is a small part of the journey to convey national pride and political spirit. Political art programs and major national cultural events in recent times have shown that music contributes to strengthening the strength of national culture. It is the strong Vietnamese spirit in music that unites the community, arouses pride, and creates a lasting source of strength for the country,” singer Dong Hung expressed.

Singer Dong Hung also emphasized that the policy of comprehensive development of Vietnamese people is becoming clearer and more comprehensive, becoming a driving force for artists to create: “We can spread positive energy, because art is always the fastest way to touch the hearts of the audience, contributing to improving spiritual life. The responsibility of young artists is to inspire beautiful living, arouse human values, optimism and faith in the future of the country. New orientations have created a favorable environment for artists to sing about the Fatherland and the Vietnamese people confidently, persistently and responsibly…”.

The male singer affirmed his belief in the strategic directions in the draft and pledged to continue working tirelessly, using his influence and musical language to accompany the strong and confident development of the country in the new era.

Also at the conference, Mr. Pham Quang Khoat, Vice President of the Vietnam Disabled Youth Association, President of the Hanoi Disabled Youth Association, shared that the draft mentioned "disadvantaged and vulnerable groups" in policies on food security and nutrition. This is a very correct orientation. However, for the policy to be highly feasible, it is necessary to specify these target groups more clearly.

“I propose to clarify the vulnerable and disadvantaged groups, including: the elderly, children, women in disadvantaged areas, ethnic minorities, people with disabilities, and people in especially difficult circumstances. This specification will help all levels and sectors clearly identify the subjects and have appropriate solutions,” Mr. Pham Quang Khoat suggested.

Regarding social security policies and ensuring development opportunities, the draft mentioned "expanding the number of people receiving regular social assistance", but there is no specific direction on converting from a support model to a model creating development opportunities for disadvantaged groups.

Mr. Pham Quang Khoat suggested adding the perspective of shifting from "subsidies and relief" to "creating opportunities and empowering", helping disadvantaged groups to be self-reliant, self-developing and contributing to society. At the same time, increase the level of regular social support to ensure the minimum level to maintain life, combined with policies to create jobs and develop sustainable livelihoods. Along with that, build a diverse community support service system, suitable to the needs of each target group, especially care, recovery and early intervention services in the community.

Regarding employment opportunities and economic development, in the context of the draft mentioning "developing a flexible labor market" and "supporting workers in the informal sector", more attention should be paid to vulnerable groups.

“I propose adding specific targets on increasing the employment rate or self-employment among disadvantaged groups of working age. There should be specific policies to encourage businesses and state agencies to create jobs for disadvantaged groups through tax and credit incentives, training support and work environment improvement. In particular, support disadvantaged groups to start businesses, develop household economies and cooperatives, create conditions for access to capital, technology and markets; ensure that disadvantaged workers in the informal sector have access to social insurance and health insurance policies,” Mr. Pham Quang Khoat shared.

Representing the doctors, Mr. Do Doan Bach, Executive Committee Member of the Hanoi Young Physicians Association, Doctor of the Cardiovascular Institute, Bach Mai Hospital proposed many contents to further promote the role of young people in the medical sector in improving the quality of medical examination and treatment.

According to Dr. Do Doan Bach, it is necessary to remove obstacles and invest more in preventive medicine, family medicine and primary health care. The goal is to shift the focus from treatment to prevention, prioritizing the development of highly specialized human resources, adequate equipment, supplies and medicines to ensure the basic health needs of the people. This will improve the quality of services right from the grassroots level so that people can trust in examining and managing chronic diseases locally.

Along with that, develop high-quality medical resources, build special incentive policies to attract talents, especially in remote areas, border islands; pay attention to and train young medical staff in terms of expertise, management skills, foreign languages ​​and technology. At the same time, rotate young doctors to work at grassroots facilities for a limited period to improve expertise at the grassroots level and increase practical experience for young staff.

In particular, it is necessary to promote comprehensive digital transformation in medical management and treatment, complete national medical databases, and connect all medical facilities from local to central levels on a digital platform. Including the integration of preventive medicine services, family medicine, and remote medical examination and treatment to help people across the country access high-quality medical services; continue to develop and improve electronic medical records and mobile applications so that people can access medical information, make appointments, and look up personal health quickly and effectively while still ensuring the confidentiality of medical information.

Dr. Do Doan Bach emphasized that the Vietnamese health sector is facing a great opportunity for remarkable development, while also facing the increasingly high demands of society in the technological era. Under the wise leadership of the Party and the resolute management of the Government, we believe that our country's goals in the 2030 vision will be realized in all fields, especially health care. The benefits of the right policy will be maximized when the entire political system and society participate, in which the youth play the role of the shock force and pioneer.

“With the spirit of youth and enthusiasm, we will use our knowledge and relentless creativity to shoulder the responsibility of building a modern, humane healthcare system for the health of the people. Every young doctor and medical staff will continue to strive according to the Party's guidelines, wholeheartedly serving the people. A healthy Vietnam will be a solid foundation for the aspiration to rise up and develop a prosperous country. We believe that, with persistent efforts and constant innovation, the healthcare sector will meet the expectations of the Party, the State and the people, contributing to the strong development of the Vietnamese nation in the new era,” Dr. Do Doan Bach expressed.
