Water supply is not stable, Hanoi continues to issue urgent instructions

The report proposes five tasks to promote investment projects in building water supply systems. These are: Urging investors to focus resources to promptly complete water supply development projects; focusing on directing 9 water supply units to accelerate the expansion of distribution and service networks for areas assigned water supply areas; completing the selection of water supply units for the remaining 9 communes of Phuc Tho district in 2023, implementing the project in the period of 2024-2025; Urge the People's Committee of Ba Vi district to complete the proposal dossier for using budget capital according to Document No. 1600/UBND-DT dated May 30, 2023 of the City People's Committee to start construction in the first quarter of 2024 and complete in 2025. For difficult areas, hilly terrain, sparse population, socialized units cannot invest in water supply networks, assign the People's Committees of districts to study the Water Supply Project for the remaining areas using budget sources, propose a post-investment management and operation mechanism. At the same time, propose 3 solutions to improve the quality of clean water supply for people in the city. On October 9, 2023, the Standing Committee of the City Party Committee met and gave instructions to report to the Standing Committee of the Hanoi City Party Committee.

Recently, in Hanoi, there has been a local water shortage in some areas of Trung Van (Hanoi University area) located between Nam Tu Liem and Thanh Xuan districts due to being at the end of the water supply system managed by Viwaco Company. The reason is that the amount of water supplied to Viwaco's area from the Da River and Duong River sources is insufficient compared to the demand (the total of the two sources supplied to Viwaco is about 238,000m3/day and night, compared to the demand of about 240,000-250,000m3/day and night). However, this shortage has been resolved by Viwaco Company with solutions according to the set plan such as: Operating the pumping system to ensure supply to areas far from the source, rotating regulation, improving the network to reduce loss, mobilizing people to use water effectively and economically... Up to now, the above locations have been resolved with stable water supply.

In mid-October 2023, in Thanh Ha Urban Area, the water quality was not guaranteed, leading to the suspension of the local water supply station. Hanoi City directed the Department of Construction to deploy solutions and request water supply units to regulate additional water supply to Thanh Ha Urban Area.

On October 18, 2023, the Secretary of the Hanoi Party Committee requested units to use all measures to quickly restore clean water for daily life and have solutions to ensure long-term stability for people in Thanh Ha urban area (Thanh Oai district). The City People's Committee has directed the Department of Construction to preside over and coordinate with relevant units to inspect, review, and have a plan to provide clean water to ensure stability and safety for people in Document No. 12191/VP-DT dated October 19, 2023.

Implementing the direction of the Secretary of the Hanoi Party Committee and the Hanoi People's Committee, the Department of Construction has inspected and directed units to coordinate water supply for Thanh Ha Urban Area. Up to now, the Department of Construction has chaired 4 meetings and issued 6 documents directing and urging units to coordinate in implementing water supply solutions for Thanh Ha Urban Area.

Accordingly, Duong River Surface Water Joint Stock Company has coordinated with Hanoi Clean Water One Member Co., Ltd. and Viwaco Joint Stock Company to regulate the source for Ha Dong Clean Water One Member Co., Ltd. to supply water to Thanh Ha Urban Area with a transmission flow at 5:00 p.m. on October 18, 2023 of about 120 m3/hour (equivalent to about 2,880 m3/day and night); from 6:00 a.m. on October 19, 2023 to 6:00 a.m. on October 20, 2023 of 3,143 m3/day and night on a demand of about 3,200-3,500 m3/day and night.

Thanh Ha urban area is located at the end of the Duong River surface water system, with a transmission pipeline from the factory to Thanh Ha urban area of more than 40km. In the long term, Thanh Ha urban area with a water demand of about 27,500m3/day and night will be supplied with water from the Da River Surface Water Plant Phase II with a capacity of up to 600,000m3/day and night and the Xuan Mai Surface Water Plant with a capacity of 300,000m3/day and night when completed.

In the immediate future, the above additional sources are not enough to meet the demand. Hanoi City continues to direct Duong River Surface Water Joint Stock Company to continue to coordinate with Hanoi Clean Water One Member Co., Ltd. and Viwaco Joint Stock Company to regulate the source for Ha Dong Clean Water One Member Co., Ltd. to maximize the supply for Thanh Ha Urban Area. Hanoi City has allowed Duong River Surface Water Joint Stock Company to supplement the D700 route in Hoang Mai district to supplement the volume and increase the pressure for the downstream area (southern districts of the city). Hanoi Clean Water Company increases the underground water source to regulate Duong River source for Thanh Ha Urban Area. Song Da Clean Water Investment Joint Stock Company maximizes the water supply capacity to ensure the supply for Hanoi City. Thanh Ha Clean Water Joint Stock Company builds a solution to ensure stable water supply for people, clearly identifying the total water demand, self-exploited output from the underground water supply station, additional output from the centralized water supply system, time needed for support, regulating the supply source in the project area, urgently renovating the local water supply station in Thanh Ha Urban Area to ensure the approved capacity with water quality according to the standard QCVN 01-1:2018/BYT of the Ministry of Health (replacing QCVN 01:2009/BYT) according to regulations on investment and construction.

The city assigned the People's Committee of Thanh Oai district and the People's Committee of Ha Dong district to strengthen the inspection and supervision of clean water quality in Thanh Ha urban area, to propagate to people to use water economically and effectively, avoid waste, and ensure social order and safety. The Department of Construction will continue to urge units to coordinate to increase supply and regulate and reduce the supply from Duong River and Da River to Hanoi Clean Water Company and Viwaco Company to supplement the supply for Ha Dong Clean Water Company to coordinate to supply to Thanh Ha urban area.

Duong River Surface Water Joint Stock Company has deployed the construction of a local booster station on Highway 70 to regulate and increase the water supply to Ha Dong area and Thanh Ha Urban Area; established and directed an interdisciplinary working group to inspect the implementation of investment in the construction of a water supply station in Thanh Ha Urban Area and handle violations if any.

It is forecasted that water demand in 2024 will increase by about (5-10)% compared to 2023 depending on the time. To ensure meeting water demand in 2024, Hanoi Department of Construction has directed water supply units to review demand and prepare solutions to regulate, maintain, and maximize the supply capacity of existing water plants, and coordinate the supply regulation between water supply units. The quality of water after treatment is in accordance with the National Technical Regulation on domestic water quality according to QCVN 01-1:2018/BYT of the Ministry of Health .

Duong River and Da River Clean Water Company prepare technical and legal solutions... to operate the reserve capacity to increase by 20% the average design capacity of each plant from 300,000m3/day and night to about 350,000-360,000m3/day and night according to the time and technical conditions. The exploitation of groundwater resources is expected to decrease according to the plan to meet the increased demand in 2024.

Hanoi Department of Construction urges Red River Surface Water Joint Stock Company to urgently complete the Red River Surface Water Plant with a capacity of 300,000m3/day and night in the first quarter of 2024. In the following years, continue to urge the early commissioning and operation of the Da River Surface Water Plant Phase II (Component 2) to increase the capacity to 600,000m3/day and night, Xuan Mai Water Plant in Hoa Binh with a capacity of 300,000m3/day and night. For downstream areas with disadvantages in water resources, water supply units develop detailed water supply solutions for each area (additional mobile booster pumps to operate water supply valves by the hour...)./.
