On the afternoon of September 12, Secretary of the Hanoi Party Committee Dinh Tien Dung chaired a meeting of the Steering Committee for the implementation of the Ring Road 4 - Capital Region Investment Project to discuss solutions to remove obstacles regarding material mines for the project.

Reporting on the implementation of the Ring Road 4 Project, Director of the Hanoi City Traffic Construction Investment Project Management Board Nguyen Chi Cuong said that as of September 8, the entire city had approved and recovered 706.22/793.80 hectares of land, reaching 87.93%; moving 6,332/10,059 graves, reaching 62.95%.
To date, the Management Board has received 638.35 hectares of recovered land, the remaining will be handed over in September 2023. To date, 7 resettlement areas have been started and implemented in the districts of Me Linh, Dan Phuong, Thanh Oai and Thuong Tin.
Regarding the progress of component project 1.1 (moving high-voltage power lines from 110kV to 500kV), the Project Management Board and the consulting unit have completed the technical design documents and estimates according to the comments of the inter-sectoral agencies. The Department of Industry and Trade is appraising and is expected to complete in September 2023, approve the technical design documents and estimates in October 2023; approve and bid, and sign the contract in November 2023.
For component project 2.1, along the entire parallel route, contractors have organized 11 construction teams; of which, about 10km of organic soil has been removed from the roadbed, about 1.5km of K95 embankment has been built, geotextiles are being laid, and wicks are being installed to treat weak soil; at the same time, licensing procedures are being carried out to construct 16 bridges over rivers and canals on the route...
No material mines have been carried out under a specific mechanism.
However, the main difficulty affecting the construction of the Ring Road 4 project is the source of soil and sand materials. This is a common situation happening across the country due to difficulties in mechanisms, typically the North-South Expressway project, phase 2, projects in the Mekong Delta region...
It is expected that the demand for common construction materials to serve the Ring Road 4 Project in the area of 3 provinces and cities of Hanoi, Hung Yen, Bac Ninh, includes: K98, K95, embankment soil: 9.656 million m3; K95 embankment sand, weak soil treatment sand: 7.5 million m3. Of which, the demand for materials to serve Component Project 2.1 and Component Project 3 in Hanoi includes: K98 embankment soil, embankment soil: 1.872 million m3; K95 embankment sand, weak soil treatment sand: 5.532 million m3.
To date, the consulting unit has surveyed 17 mines with a total reserve of 57.24 million m3, including 3 mines in Hanoi, 6 mines in Hoa Binh, 4 mines in Vinh Phuc, and 4 mines in Thai Nguyen.
In particular, in Hanoi, there are currently no licensed mines for construction projects; through surveys, there are only 3 mines (not planned) with a total reserve of about 7.127 million m3, but they are located in the production forest planning or have a mine closure project, and are proposing to continue exploitation.
In addition, 32 sand mines with a total reserve of 75.55 million m3 were surveyed, of which 24 mines are in Hanoi. Of these mines, 7 have valid licenses, of which 3 are not exploited or inactive; 4 mines are in operation.
Perspective of Ring Road 4 - capital region
In addition, there are 6 sand mines being auctioned in 2023 with a total reserve of 16.373 million m3; if the process is followed correctly, it will take years to be put into exploitation; so it is also necessary to calculate to apply a special mechanism for designated exploitation.
In general, the supply of soil and sand for construction of Ring Road 4 in Hanoi is difficult. Contractors have only used materials from commercial sources including 12 soil and sand mines (none of which are located in Hanoi). In particular, to date, no material mines have been implemented under the special mechanism according to the Resolution of the National Assembly and the Government.
Meanwhile, the commercial material source is transported far away (not in Hanoi), so the price is much higher than the state unit price. Currently, to implement the special mechanism on material mines serving Component Project 2.1, contractor Vinaconex has registered to exploit Go Dinh hill soil mine, Chu Phan sand mine; Truong Son Construction Corporation has registered to exploit Thach Da 1 sand mine, Chu Phan 1 sand mine.
Proposal to assign the Police to inspect and control mineral exploitation
Speaking at the Conference, Secretary of the Hanoi Party Committee Dinh Tien Dung, Head of the Steering Committee for the implementation of the Ring Road 4 Project - Capital Region assigned the Party Committee of the Hanoi People's Committee to direct relevant departments, branches, districts, and units, first of all the Department of Natural Resources and Environment, the Management Board of Hanoi City Traffic Construction Investment Projects, to focus on completing the necessary procedures to make a list of mines of earth and sand filling materials in the city, including existing mines, assigned mines and new mines to ensure reserves, simplify and shorten procedures to the maximum, and apply a special mechanism to allow designated exploitation according to the Resolution of the National Assembly and the Government.
Secretary of the City Party Committee Dinh Tien Dung directed that for soil and sand mines that need to adjust mineral planning for exploitation, the City People's Committee must immediately implement it in time to submit to the Standing Committee of the City People's Council or the City People's Council meeting this September, thereby ensuring full legality.
Mr. Dinh Tien Dung also noted that it is necessary to calculate the reserve of materials to supply the entire route, ensuring reasonable prices. At the same time, he proposed that the City Police be assigned to regularly inspect and control the implementation of the law on mineral exploitation at sand and soil mines in the city, promptly prevent and handle violations, ensure the effective use of mineral resources, and prioritize serving key national projects.
Secretary of the Hanoi Party Committee Dinh Tien Dung directed all levels, sectors, districts and towns to uphold their sense of responsibility, strictly implement Directive No. 24-CT/TU, dated August 7, 2023, of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi city", focusing highly on compensation, support, site clearance and resettlement; and prepare plans to support temporary resettlement.
The Project Management Board coordinated with districts, construction contractors, and functional forces to quickly hand over and strictly manage the cleared area. Construction contractors arranged machinery, vehicles, and people to be ready to urgently organize construction as soon as procedures and material supply were resolved.
