The Provincial Party Committee and People's Committee of Hung Yen province are resolutely directing departments, branches and localities to speed up site clearance work to implement construction and early completion of key infrastructure projects and large traffic projects.
According to the report of the Steering Committee for key projects of Hung Yen province, up to now, the province is implementing 2 major traffic projects and 7 industrial cluster projects, 1 traffic project is preparing to be implemented.
The parallel road project to Ring Road 4 has basically completed the foundation work in the sections where land has been handed over. The contractor is now laying the asphalt concrete surface.
Specifically, the investment project for the construction of Ring Road 4 - Hanoi Capital Region through Hung Yen province has a total investment of VND 5,244.5 billion. The project is divided into two components: Project 1.2 compensation, support, and resettlement (VND 3,739.9 billion) and Project 2.2 construction of parallel roads and urban roads (VND 1,504.6 billion).
To date, localities have handed over 25.84km of land for construction. The length of land yet to be handed over is 7.81km.
Along the route, the contractor, Lizen Joint Stock Company (the sole contractor for the project), mobilized 32 engineers and 176 workers and machine operators, organized into 8 construction teams. Along the route, 2 bridge locations, 39 locations for cast-in-place box culverts, and 58 locations for precast box culverts have been constructed... The value of work completed to date is estimated at 35% of the total construction value of the project.
After 7 months of implementation, the Tan Phuc - Vong Phan road project has achieved a production value of up to 46.7%.
The Tan Phuc - Vong Phan road project (intersecting with Provincial Road 378), spanning 29.2km, commenced in July 2024 with a total investment of 2,900 billion VND. Currently, local authorities have largely completed land clearance for agricultural land and public land, and are now carrying out land clearance for residential land and cemetery land.
The consortium of four contractors is currently deploying 11 construction teams, with a completed project value of 957.27/2,049 billion VND, equivalent to 46.7%.
Both the Ring Road 4 parallel road and Tan Phuc - Vong Phan road projects are targeted by investors and contractors to exceed schedule and finish before September 30, 2025.
In addition, Hung Yen province is preparing to start a project to build a road connecting cultural heritage, tourism and economic development along the Red River with a total investment of nearly 10,000 billion VND.
To date, the basic project planning steps have been completed. The Construction Investment Management Department (Ministry of Transport) announced the results of the project appraisal in Official Letter No. 147/CQLXD-DAĐT1 dated January 18, 2025. On February 17, 2025, the People's Committee of Hung Yen province approved the project in Decision No. 387/QD-UBND. The project is expected to commence in mid-March this year.
The project to build a route connecting cultural heritage, tourism and economic development along the Red River with a total investment of nearly 10,000 billion VND is expected to start construction in mid-March 2025.
For the 7 key industrial cluster projects currently underway in Hung Yen province, 4 projects have completed land clearance at levels ranging from 80% to nearly 93%. Of these, the Kim Dong Industrial Cluster project has reached 92.7%. The Yen My II Industrial Zone low-income housing project has issued land acquisition notices for 575 households covering an area of 23.37 hectares. The remaining 7.53 hectares of land, managed by the commune People's Committee, are currently undergoing detailed land registration procedures before being submitted for land acquisition notices.
Under the decisive leadership and direction of the Provincial Party Standing Committee, the Provincial Steering Committee, Party committees and governments at all levels, along with the active participation of the entire political system and the support of the people, the land clearance and implementation of key projects have seen many positive changes. However, some projects still have not met the land clearance requirements.
At the meeting of the Steering Committee for Key Projects of Hung Yen province for the period 2021-2025 on February 21, Provincial Party Secretary Nguyen Huu Nghia requested: Members of the Provincial Steering Committee should uphold a sense of responsibility, be pioneers and role models, and work together with the Provincial Steering Committee to focus on leading and directing the acceleration of the implementation progress of key projects and works of the province.
Districts, towns, and cities should urgently complete the land use plan dossiers for 2025 and submit them to the specialized agencies for appraisal and submission to the Provincial People's Committee for issuance to carry out the next land procedures for the project. At the same time, they should strengthen management of projects subject to land acquisition notices to prevent the illegal planting of trees and crops for profit.
Provincial Party Secretary Nguyen Huu Nghia also emphasized that 2025 is a year of acceleration and breakthroughs with many key tasks that the Provincial Party Committee and the Provincial People's Committee must focus on leading and directing the implementation of. These include the goal of striving for an economic growth rate of 10-10.5% and accelerating the progress and effectiveness of public investment.
