Mr. Trieu was born in Bac Ninh province. He is a member of the 10th Central Committee; former Head of the Central Committee's Health Protection and Care Board; former Minister of Health; and former Chairman of Hanoi City.

He spent a long time working at the Ministry of Health, making significant contributions to the prevention and control of the 2009 A/H1N1 influenza pandemic and the 2007 outbreak of acute diarrhea in many areas. He was also the person who introduced Project 1861, which involved the rotation of medical staff from higher-level hospitals to support lower-level hospitals.
