Ms. TH, a teacher at a secondary school in Ninh Hai district, said the sudden suspension of tour activities caused some schools that had booked tours to cancel, causing financial losses and affecting the reputation of travel agencies.

According to Ms. H., sightseeing tours are annual activities to encourage the spirit and recognize the efforts of teachers after a year of studying and teaching.

"The above activities were planned in advance by the school's trade union and the funding was all voluntary contributions from teachers and not from the state budget," said Ms. H.

According to Ms. H., the school where she is working has planned a tour at the end of May 2025 with a budget of more than 150 million VND.

The above amount was deployed by the school union and teachers voluntarily contributed since 2020. Now that they have connected with the travel agency, they have been asked to temporarily stop, leaving everyone disappointed.

Previously, Ninh Thuan province issued a document requesting to temporarily stop organizing provincial working delegations to survey, research, and learn from experiences in other provinces and cities.

The document proposes that from May 7, 2025, departments, agencies, units, and localities temporarily stop organizing working delegations to visit, survey, research, learn, and learn from experiences... in provinces and cities across the country to focus on leading and directing the drastic and effective implementation of tasks according to the set plan, especially the arrangement of administrative units at all levels and ensuring the province's growth target for 2025.

Many teachers believe that school tours are not within the scope of the above document.

"School union activities are organized after the school year ends and the assigned tasks are completed. In addition, school units are not subject to mergers," said Ms. TH.

Many opinions suggest that there should be flexibility or allowing cases that have been planned early to continue to be implemented voluntarily, without using the state budget.

The province directed that it should be stopped.

Regarding the above content, Mr. Le Dang Huynh Son - Head of the Department of Education and Training of Ninh Hai district - said that the unit only followed the province's directive to temporarily suspend tourism activities at schools.

"We will carry out the instructions in the document," Mr. Son said quickly, adding that he was busy in a meeting so he could not discuss further.

Speaking to Tuoi Tre Online , Mr. Nguyen Long Bien - Vice Chairman of Ninh Thuan Provincial People's Committee - said that the above-mentioned tour organization activities could not be carried out because there was a general directive from the province. "Only special cases will be considered" - Mr. Bien said.

According to Mr. Bien, school tours can also be carried out after the school year begins.

On the same day, the leader of the Ninh Thuan Department of Home Affairs said that the arrangement of administrative units does not affect school units. Therefore, the organization of school tours can also be considered for implementation, but the organization of tours must be carried out in accordance with regulations.
