Many ways to get public opinion on the draft Resolution amending the 2013 Constitution

The Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution has published a draft Resolution amending the Constitution to solicit public opinion. It is expected that the National Assembly will pass this draft Resolution before June 30. Amending the Constitution is a particularly important political and legal event closely related to the fate of the country and the legitimate rights of the people. Therefore, collecting and accepting public opinion when amending the Constitution is extremely important and necessary.

People learn and give comments on the draft amendment to the 2013 Constitution.

The draft Resolution is expected to amend 8 articles: Articles 9 and 10 (Chapter 1 on the political regime); Article 84 (Chapter 5 on the National Assembly); Articles 110, 111, 112, 114, and 115 (Chapter 9 on local government). Subjects for consultation include people of all walks of life; central and local agencies and organizations; the Vietnam Fatherland Front and its member organizations; experts and scientists. The consultation period begins on May 6 and will be completed on June 5, 2025.

The content of the consultation is the entire draft Resolution, including the layout, content and presentation techniques. Currently, the government and relevant agencies are widely implementing the consultation, with diverse, appropriate and flexible forms, attracting special attention from all walks of life. In particular, this consultation has increased the application of information technology, creating favorable conditions for all walks of life to participate in giving comments.

Accordingly, the Ministry of Public Security has established and managed a utility system to collect public opinions on constitutional amendments on the VNeID application. Mr. Le Thien Hai in Thoi Long ward, O Mon district, said: “For many years, I have installed and used the VNeID application at level 2. Collecting opinions on constitutional amendments through this application is very convenient for the people. Through studying the Draft, I highly agree with the regulations: administrative units of the Socialist Republic of Vietnam include provinces, centrally run cities and administrative units below provinces and centrally run cities; local governments including People's Councils and People's Committees are organized in administrative units suitable to the characteristics of rural areas, urban areas, islands, and special administrative-economic units as prescribed by the National Assembly…”.

People can also give their opinions directly on the National Assembly Electronic Information Portal and the Government Electronic Information Portal. In addition, there are "traditional" forms of collecting opinions, such as sending written opinions to agencies responsible for synthesizing people's opinions. Agencies, organizations, and units organize conferences, seminars, and discussions to collect opinions from subjects under their management, experts, and scientists . Mr. Nguyen Van Teo in Tan Thanh commune, Thoi Lai district, said: "In my opinion, amending the Constitution not only meets the requirements of arranging the apparatus, streamlining the payroll, and merging provinces reasonably to promote the strengths of each region, but also has a strong integration factor."

Collecting public opinions on amending and supplementing the Constitution aims to promote people's mastery, mobilize intelligence and enthusiasm, and create high consensus and unity among the entire population in amending and supplementing the 2013 Constitution, ensuring that the Constitution accurately reflects the will and aspirations of the people.
