Over the past 5 years, the Women's Union and the Border Guard Command of Ninh Binh province have closely followed the direction plan of the Central Committee of the Vietnam Women's Union; coordinated with the Women's Union of Lao Cai province, Bat Xat district, the Party Committee and authorities of A Lu commune, and Y Ty Border Guard Station to organize the implementation of the Program "Accompanying women in the border areas" in a methodical, appropriate, timely and effective manner and achieved encouraging results.

Implementing the direction of the Central Committee of the Vietnam Women's Union, in order to arouse the spirit of patriotism and sense of responsibility of all levels of the Union, women's union members and the community to actively participate in practical activities to build a strong border area; at the same time, strengthen the coordination between the Provincial Women's Union, the Provincial Border Guard and socio -political organizations, philanthropists towards difficult border communes, on April 28, 2021, the Provincial Women's Union coordinated with the Provincial Border Guard Command to develop a Plan on implementing the Program "Accompanying women in border areas", period 2021 - 2025 in A Lu commune, Bat Xat district, Lao Cai province.

A Lu Commune is a highland border commune of Bat Xat District, with a natural area of ​​4,189.24 hectares, a border length of 11.4 km, 13 villages with 960 households and 4,937 people. There are 4 ethnic groups living in the commune including Mong, Dao, Ha Nhi, Kinh.

Due to the scattered population, mountainous terrain, difficult transportation; living mainly by rice cultivation and small-scale animal husbandry, people's lives and activities face many difficulties, women and children still suffer many disadvantages, customs and practices in some places are still backward; the poverty rate accounts for over 70%...

Over the past 5 years, the Provincial Women's Union and the Ninh Binh Provincial Border Guard Command have closely followed the direction plan of the Central Union, coordinated with the Lao Cai Provincial Women's Union, Bat Xat District, the Party Committee and the government of A Lu Commune, and the Y Ty Border Guard Station to organize the implementation of the Program "Accompanying women in the border areas" in a systematic, appropriate, timely and effective manner. The two sectors have coordinated to conduct surveys, grasp the actual situation, learn about the needs and aspirations of the Party Committee, government, women and people of A Lu Commune, and identify activities and tasks that need to be supported in A Lu each year.

To have resources to implement the program, the two units consulted and proposed the province's Gratitude and Social Security Fund to mobilize businesses and philanthropists to support funding; mobilized cadres, soldiers, members, and women in the province to join hands and contribute money and goods... with a total value of 1.8 billion VND. Specifically:

In the field of infrastructure construction and traffic works in the commune, the Women's Union and the Border Guard Command of Ninh Binh province supported 340 million VND for pouring concrete on inter-village roads with a total length of 1,480m. Supported 530 million VND for the construction of the "Lighting up the border" project including 202 solar-powered lights along the roads in 13/13 villages in the commune with a total length of 18.3km. The traffic route and the "Lighting up the border" project after completion will have practical significance in ensuring security and order, while improving living and traveling conditions for people in the border area, contributing to improving the quality of life for people.

With the motto "Leave no one behind", in the past 5 years, the Ninh Binh Provincial Women's Union has presented 194 gifts (each worth 1 million VND) to women with disabilities, single women, poor women, orphans and children in difficult circumstances, donated 2,600 notebooks to schools; donated a wardrobe of Ao Dai with 100 Ao Dai sets and computers to the Commune Women's Union. In particular, during the recovery period from storm No. 3 (Yagi storm in 2024), the Provincial Women's Union directed the Women's Unions of districts and cities in the province to propagate and mobilize members and women to join hands to support people in the northern provinces in general and A Lu commune in particular who suffered damage due to natural disasters and floods.

Results: Ninh Binh Provincial Women's Union supported and donated 150 gifts (including 1 warm blanket and 500,000 VND/gift); donated 2 tons of rice, 2,380 notebooks, 580 pens, 167 boxes of instant noodles, 18 boxes of milk, 5 boxes of MSG, 3 boxes of seasoning powder, 51 bottles of fish sauce, 500 baseball caps, 380 bars of soap; The working group of Hoa Lu District Women's Union, Ninh Binh Province visited, encouraged, and donated 3 tons of rice, 300 warm clothes and many other necessities to schools and people affected by storms and floods in A Lu Commune. The total amount of money and gifts donated this time is worth over 500 million VND.

With the attention and support of the Women's Union and the Border Guard Command of Ninh Binh province, the coordination of Party committees, authorities, Women's Unions at all levels and Y Ty Border Guard Station, departments, branches and unions of the commune and the unanimous support of the people in the area, the program "Accompanying women in the border areas" in A Lu commune, Bat Xat district, Lao Cai province for the period 2021-2025 has achieved encouraging results. The program has contributed to implementing the criteria for building new rural areas of the commune; improving the quality of life of women and people (the poverty rate of the commune in 2024 decreased to 40.6%).

Through the program, it has contributed to strengthening the solidarity between the army and the people, the solidarity between the people of different ethnic groups, contributing to changing the face of a border commune, together with the Party Committee and people of A Lu commune to successfully complete the task of firmly protecting the border of the Fatherland.
