From June 1, the issuance of paper health insurance cards will stop. What should people do to ensure their rights to medical examination and treatment?

Accordingly, implementing Official Dispatch 168/BHXH-QLT of Vietnam Social Security (VSS) on the use of health insurance card blanks, Region I Social Security announces that from June 1, 2025, health insurance participants, in addition to continuing to use previously issued health insurance cards, can use the following methods instead of paper health insurance cards for medical examination and treatment:

Install and use the health insurance card image on the social insurance digital application (VssID);

Install and use the health insurance card image on the electronic identification application (VneID);
Citizen identification card with chip.

Social Insurance Region I only issues new paper health insurance cards for cases where VssID, VneID cannot be installed and there is no citizen identification card with chip.

Previously, according to Official Dispatch 168/BHXH-QLT, to ensure the rights of health insurance participants during the time of organizing and arranging units to operate under the new model and implementing savings and anti-waste, regional social insurance agencies and provincial and municipal social insurance agencies will continue to use the old health insurance card blanks until May 31, 2025.

From June 1, 2025, for cases of requesting to reissue or exchange health insurance cards, social insurance officers are required to directly guide participants to install the digital social insurance application (VssID), the electronic identification application (VneID) and guide them to use the health insurance card image on the VssID, VneID applications; Citizen ID card with chip to go to medical examination and treatment instead of the paper health insurance card.

According to Vietnam Social Security (VSS), the old paper health insurance card will expire on May 31, people will replace it with the health insurance card on the VssID and VNeID applications when seeking medical examination and treatment...

To avoid interruption of health insurance benefits, people need to install the VssID or VNeID application on their smartphones. Link health insurance information with citizen identification cards to ensure data synchronization. In addition, people can contact the local social insurance agency for support if they have not installed the application or do not have a citizen identification card with a chip.

People can integrate their health insurance card into VNeID by:

Step 1: Before integrating, check and update the VNeID application to the latest version (if available). Then open the application and log in.

Step 2: Select the paper wallet item in the toolbar, select the information integration item.

Step 3: Select the create new request item above > select the information type to display the drop-down menu > select the health insurance card.

Step 4: Select the health insurance card issuing unit and enter the health insurance card number in the box. Note that you need to carefully check and enter the correct card number, then select send request to complete.

Regarding the VssID application, most accounts have now been authenticated with population data and updated citizen identification numbers.

For accounts that have not been updated, users can follow these steps to update their citizen identification number or personal identification code for social insurance and health insurance participants in the VssID application.

If people have difficulty updating information, social insurance officers are responsible for guiding participants to install and use the health insurance card image on the VssID and VNeID applications; use the citizen identification card with chip to go to medical examination and treatment instead of the paper health insurance card.

Vietnam Social Security said it has been promoting the application of information technology and digital transformation in all areas of work to implement digital government , ensure social security, and reduce transaction time and costs.

In implementing Project 06, Vietnam Social Security has connected the National Population Database, authenticated more than 99.8 million people, deployed chip-based citizen identification cards, VNeID to replace paper health insurance cards, helping to simplify medical examination and treatment procedures and save costs.

Currently, 100% of health insurance medical examination and treatment facilities have applied chip-based citizen identification cards/VNeID, helping to reduce procedure time to 6-15 seconds.

By early 2025, the number of people participating in health insurance nationwide will reach 95.52 million, an increase of 2% compared to 2023, reaching 94.2% of the population participating in health insurance.

In 2024, the whole country will record 186.2 million inpatient and outpatient health insurance examinations and treatment (an increase of more than 12.2 million people compared to the same period in 2023); with the proposed payment amount of VND 142,985 billion.
