The Department of Agriculture and Environment of Ho Chi Minh City said that in the process of resolving procedures for granting certificates to home buyers at projects, this unit has identified 81,085 files that have not completed the removal of obstacles to resolve procedures for granting certificates to home buyers (pink books) at commercial housing development projects.

The Department of Agriculture and Environment classifies the 6 main groups of problems in the above files as: Group waiting for tax, group of projects with late submission of documents for certificate issuance, group of new real estate, group of projects having to fulfill additional financial obligations, group of projects with other problems and group of projects under inspection and investigation.

Up to now, the progress of removing obstacles for projects has reached 78.7% with 63,821/81,085 records.

The Ho Chi Minh City Department of Agriculture and Environment said that the remaining number of pending files focus on projects that are being inspected and investigated, and some projects that are redetermining additional financial obligations due to planning adjustments.

Specifically, for the group with legal problems, waiting to fulfill financial obligations with 8,159 records, the City Land Registration Office has completed the procedures for granting certificates for 8,159/8,159 records (100% rate) in this group since May 20, 2024.

For the group of projects without legal problems, investors and home buyers have not submitted documents with 30,061 files. According to the law, after completing the investment, construction and acceptance of works at housing development projects, investors or home buyers submit documents to resolve the procedures for granting certificates to home buyers at the City Land Registration Office. Therefore, there are no problems with the 30,061 files of this group.

The Department of Agriculture and Environment has directed the City Land Registration Office to promptly receive and process procedures for granting certificates for applications submitted by home buyers at the project.

For the new real estate group with 8,918 apartments in 29 projects, t Based on the provisions of the new Land Law 2024 regulating the granting of certificates to home buyers of officetels and shophouses in commercial housing development projects, this group has been 100% removed.

The Department of Agriculture and Environment has directed the City Land Registration Office to promptly receive and process procedures for granting certificates for applications submitted by home buyers at the project.

For the additional financial obligation group with 19,958 apartments in 39 projects, The Department of Agriculture and Environment has removed 16/39 projects, reaching a rate of 41% with 6,977/19,958 apartments. The Department will deploy necessary removal solutions for the remaining 23/39 projects.

Regarding the other group of problems with 3,125 houses in 6 projects, the Department of Agriculture and Environment has resolved 5/6 projects, a rate of 99.6% with 3,113/3,125 houses. The Department continues to implement necessary solutions for the remaining 1 project.

For the inspection team, investigating 8,235 apartments in 18 projects, The Department of Agriculture and Environment has removed 10/18 projects, a rate of 55% with 3,952/8,235 apartments. Proposing the Department of Construction to propose solutions for houses with "stuck" pink books

Regarding projects that have not been granted certificates due to problems related to the implementation of social housing obligations according to Directive 07/2003 of the Ho Chi Minh City People's Committee, the Department of Agriculture and Environment said that according to current regulations, the contents related to the implementation of social housing and housing obligations according to Directive 07 belong to the functions and tasks of the Department of Construction.

The Department of Agriculture and Environment, as the standing agency of Working Group 5013, requested the Department of Construction to promptly report and recommend to the City People's Committee a common solution to this problem according to the reported content.

However, because the investor has not fulfilled the obligation to reserve 20% of the land fund to build housing for low-income people (social housing) according to Directive No. 07, many projects are stuck with pink books.
