Minister of Education and Training Nguyen Kim Son has reported to the National Assembly on the implementation of interpellation resolutions related to the field of education and training.
Important basis for managing extra teaching and learning
Regarding strengthening inspection and examination, especially of extra teaching and learning activities, Minister Nguyen Kim Son stated that a decision has been issued approving the inspection plan for 2025.
There were a total of 88 inspections with 113 subjects (4 provincial People's Committees, 46 departments, 3 universities, 2 national universities, 2 academies, 56 higher education institutions), including inspections on extra teaching and learning at a number of departments of education and training.
The Ministry also issued Circular 29/2024 regulating extra teaching and learning (effective from February 14), which is a very important tool in managing extra teaching and learning inside and outside schools. This is the basis for organizing inspection and examination activities on extra teaching and learning.
The Ministry also issued an official dispatch reporting on the implementation of Circular 29 to 63 provinces and cities.
At the same time, direct localities to strengthen inspection, examination and supervision of the implementation of regulations on extra teaching and learning, establish inspection teams and conduct direct inspections in 5 localities (Hanoi, Quang Tri, Hai Phong, Bac Giang, Thai Binh and Ho Chi Minh City).
Along with that, proactively and regularly review and grasp information to promptly amend, supplement and perfect regulations on extra teaching and learning to ensure suitability to reality and meet requirements set forth in the new situation.
Regarding the amendment and supplementation of regulations on management of extra teaching and learning activities, the Minister of Information has advised the Prime Minister to issue Official Dispatch 10 on strengthening the direction of secondary school and high school enrollment and management of extra teaching and learning activities.
Issue documents within authority to People's Committees of provinces and cities, and Vietnam Education Trade Union to strengthen coordination in implementing Circular 29.
Recently, the Ministry has directed and urged localities to guide schools and general education institutions to seriously implement Circular 29.
Up to now, 100% of departments have proactively consulted and coordinated with departments and branches to draft regulations on extra teaching and learning of the province, posted them on the provincial information portal to solicit public opinions, appraise the draft regulations, and submit them to the provincial People's Committee for promulgation.
As of the end of March, four provinces have issued decisions regulating extra teaching and learning in their localities, including Long An, Ca Mau, Hai Duong, and Binh Duong.
According to statistics, up to now, many other provinces and cities have issued this regulation.
Research on developing a plan for testing and using electronic textbooks
Minister Nguyen Kim Son also reported to the National Assembly on the implementation of Resolution 88/2014 and strict control of the quality of textbook compilation and appraisal.
The Ministry has issued Circular 26/2024 amending and supplementing a number of articles of the regulations on standards and procedures for compiling and editing textbooks; standards for organizations and individuals compiling textbooks; organization and operation of the national textbook appraisal council...
The Ministry also specifies more clearly the standards for individual editors and the time for receiving application documents for appraisal; the appraisal of textbooks is revised in May every year. The time for receiving re-appraisal documents is in September every year.
At the same time, continue to direct localities to register quantity needs; request publishers and units with approved textbooks to provide timely supplies so that teachers and students have textbooks before the new school year begins.
Supplying textbooks must be of sufficient quantity, quality, and on schedule to schools and related units, meeting the needs of teachers, parents, and students in the area.
The Ministry requires publishers to provide training on textbook use and teaching and learning support for teachers and students.
Continue to review plans, improve systems and publishing methods of publishers according to legal regulations to reduce textbook costs and ensure adequate and timely supply...
The Minister said he is researching and developing a plan to test and use electronic textbooks according to the 2018 general education program.
However, the minister also pointed out that printing and distributing Vietnamese and ethnic minority language textbooks still face difficulties.
Compiling books for disabled students and organizing bilingual translation of textbooks according to the new curriculum encountered many difficulties from the design stage to the implementation stage; funding for converting textbooks to braille has not been arranged.
