Many localities have not paid attention to developing social housing.

According to the Ministry of Construction , there are still some localities that are not really interested in developing social housing, no projects have been started or have been completed but the completion rate is low; no steering committee for social housing development has been established; social housing development targets have not been added to the local socio-economic development plan; businesses still face difficulties in accessing land, investment procedures, credit, preferential policies, etc.

To complete the assigned social housing development targets in 2025 and the following years until 2030, the Minister of Construction requested the Chairmen of the People's Committees of localities to direct the addition of assigned social housing completion targets to the system of local socio -economic development targets, prioritize resources for completion; establish a steering committee for social housing development.

For projects registered to be completed in 2025 and projects that have started construction, localities must work directly with investors to review and focus resources to complete on schedule.

For projects that have selected investors, localities need to proactively guide investors to implement legal regulations on investment, planning, land, and construction; promptly handle project problems to soon start construction in 2025.

For land plots already in the planning for investment in social housing construction, localities need to urgently select investors to implement the project, ensuring effective exploitation of land funds and avoiding waste of social resources.

The Ministry of Construction also requested localities to review plans to allocate sufficient land for social housing development; issue incentive mechanisms to encourage businesses to participate in investing in social housing construction; reduce and simplify administrative procedures under their authority on social housing investment and construction; continue to compile a list of projects eligible for loans of VND120,000 billion and publish them so that banks have a basis for applying for loans.
