Ho Chi Minh City Department of Education and Training implements plan to review principals

Accordingly, the Department of Education and Training of Ho Chi Minh City requests:

• The Principal of Gia Dinh High School reported and explained, made a list of related individuals to write a self-criticism for the storage of accounting documents that were not fully preserved according to regulations, leading to loss of records.
• The principal of Le Hong Phong High School for the Gifted reported and explained, made a list of related individuals to write a self-criticism about not complying with the instructions on purchasing and bidding, leading to incorrect spending according to regulations.
• Director of the Center for Comprehensive Technical Education Le Thi Hong Gam reported and explained, made a list of related individuals to write a self-criticism about not complying with the instructions on purchasing and bidding, leading to not organizing the purchase according to regulations.
• 66 units that do not ensure the components of the dossier to build socialized collection plans according to regulations as a basis for creating a 50% socialized funding source to purchase interactive boards in accordance with the policy of the City People's Committee at the time of project implementation are responsible for reporting and explaining in writing related contents, and making a list of related individuals at the stage when the violation occurred.
• 23 units have not properly maintained and used equipment, leading to many damaged, degraded and ineffective devices. Principals of the units are requested to report and explain solutions. The Department of Education and Training will issue written criticism and reminders to relevant groups and individuals after receiving the reports.

The leaders of the Department of Education and Training emphasized that the units are responsible for making explanatory reports (with evidence if any), the individuals involved are responsible for writing honest self-criticism, voluntarily admitting shortcomings, not avoiding, self-accepting disciplinary measures (if any), proposing solutions to overcome and correct shortcomings and limitations and taking remedial measures and participating in the review meeting as prescribed.

In January, the Department of Education and Training will organize a review and criticism of relevant collectives and individuals during the inspection period in implementing the bidding package according to regulations.

• Review personal responsibility (principal, accountant) in storing accounting records of affiliated units that have not been fully preserved according to regulations, leading to loss of records: Gia Dinh High School.
• Review personal responsibility in complying with instructions on purchasing from wrong sources and not organizing purchasing according to regulations: Le Hong Phong High School for the Gifted, Le Thi Hong Gam Vocational Technical Education Center.
• Review personal responsibility for not complying with the failure to ensure the components of the dossier for building socialized collection plans according to regulations as a basis for creating a 50% socialized funding source to purchase interactive boards in accordance with the policy of the City People's Committee at the time of project implementation: 66 units.
• Criticize collectives and individuals for the improper preservation and use of equipment at some units, leading to damage, deterioration and ineffective use of many devices: 23 units.
