Heavy rain in the upstream forced hydroelectric and irrigation reservoirs in Hue City to regulate water discharge to downstream. At 7am this morning, Binh Dien hydroelectric reservoir had an inflow of 857m3/s and a discharge of 857m3/s downstream; Ta Trach reservoir had an inflow of 739m3/s and a discharge of 697m3/s downstream; Huong Dien hydroelectric reservoir had an inflow of 1,370m3/s and a discharge of 1,357m3/s downstream.

Heavy rain combined with the amount of water from reservoirs regulating discharge downstream caused the water level of the Huong River at Kim Long station to be measured above alert level 2 (2.14m); the Bo River below alert level 3 (4.25m); and the water levels of the O Lau and Truoi rivers to be high.

On the morning of June 13, in Hue City, the Dap Da area connecting Le Loi and Nguyen Sinh Cung streets was cut off by the rising Huong River; many streets in Hue City were also flooded from 0.2 to 0.5 meters. Many low-lying areas in districts and towns in Hue City were also heavily flooded.

In Phong Dien town, provincial road 49B through Ba Bau residential group, Phong Hoa market is flooded 0.3-0.5m deep with a length of 100m; provincial road 6 through Ba Lang dam, Phong Thu ward is flooded 0.3-0.5m deep; provincial road 17B from Hien An - Ben Cui to Vinh Huong is flooded 1m deep, 300m long; the section from Co Xuan - Quang Loc to Xuan Loc (Phong Xuan commune) is flooded 0.6m deep.

In Quang Dien district, the Thu Le 3 spillway road (Quang Phuoc commune) was flooded 1 meter deep; provincial road 4B and inter-village roads in Quang An commune were flooded 0.3-0.6 meters deep; roads in Pho Lai, Dong Lam, Son Tung, Lai Trung villages (Quang Vinh commune) were flooded 0.3-0.4 meters deep; many places in Quang Thanh commune were flooded 0.6-0.7 meters deep. In Xuan Tuy village (Quang Phu commune, Quang Dien district) the water was flooded 0.4-0.8 meters deep, people used boats to travel.

In Huong Tra town, main roads and inter-village roads in communes and wards of Huong Toan, Huong Xuan, Huong Van, etc. were all flooded from 0.3-0.4m deep, isolating many areas.
In Huong Thuy town, inter-village roads in Thuy Luong and Thuy Phu communes were flooded from 0.2 to 0.3 meters, with some areas being 0.5 meters deep. In Phu Vang district, many rural roads were flooded from 0.2 to 0.3 meters.

Flooding in the middle of summer not only damages many areas of rice, crops, and aquaculture ponds, but also affects people's daily life and travel. Currently, Hue City has evacuated 35 households/138 people living in areas at risk of landslides to safe places.
