The number of vehicles due for inspection is predicted to peak in December.
To proactively maintain stable vehicle inspection operations in the final months of the year amidst the risk of recurring inspection congestion, the Vietnam Registering and Inspection Department has reviewed, forecasted, and statistically analyzed the number of vehicles requiring inspection each month.
According to forecasts, in the last months of the year, the demand for vehicle inspection will increase while there is a shortage of vehicle inspection personnel at many inspection centers (illustrative image).
Accordingly, in September, it is projected that 420,611 vehicles will undergo inspection nationwide, including 76,200 vehicles in Hanoi and 55,510 vehicles in Ho Chi Minh City.
In October, the nationwide forecast indicates 393,349 vehicle inspections, including 64,424 in Hanoi and 62,109 in Ho Chi Minh City.
In November, the nationwide forecast projected 403,385 vehicles, including 65,300 in Hanoi and 59,940 in Ho Chi Minh City.
In December, the nationwide forecast indicates the highest number of vehicles requiring inspection, approximately 467,789 vehicles, including 82,214 in Hanoi and 66,351 in Ho Chi Minh City.
In January 2025, the demand for vehicle inspection decreased but remained high, with approximately 415,588 vehicles inspected nationwide, including 72,969 vehicles in Hanoi and 51,531 vehicles in Ho Chi Minh City.
Previously, the head of the Motor Vehicle Inspection Department (Vietnam Registering Agency) stated that, in October 2024, a number of vehicle inspection centers might have to close due to suspension of operations when court rulings take effect (according to the provisions of Government Decree 30/2023).
Currently, the vehicle inspection capacity in Hanoi is only about 6,000 vehicles per month, while in Ho Chi Minh City it is zero as all vehicle inspection centers will have to close.
Therefore, based on the above forecast, vehicle inspection congestion is certain to occur not only in Hanoi and Ho Chi Minh City but also in neighboring localities as people from these two cities travel there for inspection.
What should the car owner do?
The Ministry of Transport has now finalized the draft Decree amending Government Decree 30/2023. If the draft Decree is approved and promulgated, it will immediately resolve the situation of having to close down vehicle inspection centers.
However, there is still a shortage of vehicle inspection personnel because many inspectors may be sentenced to imprisonment without probation, especially in Ho Chi Minh City.
In this context, vehicle owners also need to proactively minimize the potential impact if vehicle inspection congestion recurs in the final months of the year.
Vehicles with inspection deadlines between September and December (especially December) are expected to experience the highest demand for inspection, so it's advisable to get your vehicle inspected early.
When there are signs of increased demand for vehicle inspections, vehicle owners should proactively schedule appointments through inspection apps or contact inspection centers to check the situation, avoiding long queues that could cause congestion at the inspection facility.
Vehicle owners can also take advantage of business trips, visits to their hometowns, or vacations to have their vehicles inspected in other locations.
For vehicles whose inspection certificates have been renewed, December is the last month the renewal is valid, so it's also necessary to arrange for inspection early to avoid congestion during peak traffic periods.
Vehicle owners should proactively check, maintain, and repair their vehicles, and look up and resolve any outstanding traffic fines before going for vehicle inspection, to avoid having to return later, which wastes time and money.
