Dear Director, the 2025 high school graduation exam is the first year organized according to the 2018 general education program. Can you tell us what the difference is compared to previous years?

- The 2025 high school graduation exam is the first year to be organized according to the 2018 GeneralEducation Program, with the difference being that it focuses on assessing learners' abilities instead of assessing knowledge and skills like previous exams.

The exam is decentralized and delegated to localities to take the initiative in organizing the stages of the exam. The Ministry of Education and Training is responsible for issuing regulations, instructions and issuing common exam questions nationwide and coordinating in inspection, examination and supervision to ensure that the exam is organized fairly, objectively, safely, with reliable results for high school graduation, assessment of the teaching and learning process and allowing candidates to use the exam results for admission to universities, colleges and vocational education.

In preparation for the high school graduation exam from 2025, the Ministry of Education and Training announced the exam plan from the end of 2023; issued the exam structure format, reference exam questions for all graduation exam subjects in a direction suitable for assessing students' abilities...

Compared to previous years, the announcement of reference exam questions, exam regulations, and other preparations were all carried out by the Ministry of Education and Training earlier and further with a positive and thorough spirit.

The test is aimed at assessing competency.

The exam questions for this year's exam are a matter of great concern to candidates. Could you tell us how this year's exam questions will focus on assessing students' demonstrated abilities?

- The exam for the high school graduation exam from 2025 will not only test knowledge but also focus more on assessing the ability to apply knowledge in practice. Accordingly, there will be many questions built from real-life situations in life, science, and society, helping candidates clearly see the connection between the knowledge learned and the world around them.

High school graduation exam results are used for many different purposes, including recognition of high school graduation, re-evaluation of the teaching and learning process, and for universities and vocational education institutions to use for admission in a spirit of autonomy. Therefore, the exam will be designed to clearly differentiate between groups of candidates.

"The exam will have many questions built from real-life situations in life, science, and society, helping candidates clearly see the connection between learned knowledge and the surrounding world, not only testing knowledge but also focusing more on assessing the ability to apply knowledge into practice," said Prof. Dr. Huynh Van Chuong.

Specifically, the change in the structure format is to better suit the assessment of learners' abilities. The new structure format also contributes to increasing the differentiation of the test, especially the new formats of true/false and short answer.

The 2025 exam distributes the ratio of questions at the thinking levels of Knowledge, Understanding, and Application as 4:3:3. It can be seen that with a ratio of Knowledge and Understanding of about 70%, it will lean towards the goal of graduation, while a ratio of Understanding and Application of about 60% will have a good differentiation effect for admission purposes.

A notable new point is that the Literature subject may use non-textbook materials when constructing the exam. This helps assess students' ability to read, understand and perceive texts in real-life situations, avoiding rote learning or mechanical memorization. Materials may include passages, poems, or situations related to current events and social life.

Ensure the rights of candidates

It can be said that this year's exam was prepared by the Ministry of Education and Training very carefully and thoroughly from afar. As for the candidates, in order to have the best exam, what should they pay attention to and prepare for, sir?

-In 2025, the Ministry of Education and Training will organize the development of 2 sets of exam questions (1 set of exam questions according to the 2006 General Education Program and 1 set of exam questions according to the 2018 General Education Program).

Candidates who studied under the 2006 General Education Program and before, and have not yet graduated, will be able to take the exam with questions built according to the 2006 General Education Program (similar to the exam questions in 2024 and previous years).

Candidates need to pay attention to the new points in this year's exam as well as have a review plan to prepare for the exam best.

Candidates who studied under the 2006 general education program, have graduated from high school but wish to take the exam in 2025 to get the results for university and college admission can choose to take the exam according to the 2006 general education program or the 2018 general education program.

The organization of exams for candidates taking the exam according to the 2006 General Education Program will remain stable as in 2024.

In addition, candidates also need to pay attention to new points related to candidates' responsibilities and rights.

Regulations on responsibilities and basic rights of candidates are kept stable as before, especially in 2023 and 2024. With the new regulations, candidates also need to pay attention to some contents.

Specifically, when taking the optional exam, candidates must be present at the exam site from the beginning of the exam session and can only leave the exam site when the optional exam time is over (both optional exams have finished). Previously, candidates who only took the second exam in the optional exam could arrive 15 minutes before the second exam time. However, from 2025, candidates must arrive from the beginning of the exam session.

Candidates studying the 2018 General Education Program can only register for exam subjects among the subjects they studied in grade 12.

Candidates with a foreign language certificate that meets the requirements are still allowed to use it to exempt from the exam, but it cannot be converted into 10 points in the graduation recognition consideration as before. Those who are eligible for exemption from the foreign language exam but still want to take the foreign language exam in the graduation exam must use the foreign language exam results to calculate the high school graduation score.

Candidates will not be awarded vocational points as before. This content is to be consistent with the 2018 General Education Program, and at the same time create equality because students graduating from the regular and continuing education systems are all awarded the same type of graduation certificate.

To best prepare for the exam, students need to follow the school's teaching and learning plan, complete the entire 12th grade curriculum and knowledge, and clearly understand the goals of the 2018 General Education Program, which not only equips students with knowledge but also develops their abilities and qualities. Therefore, students need to focus on understanding the nature of the problem and applying knowledge to practice instead of memorizing mechanically.

The Ministry of Education and Training has published sample questions to help students get familiar with the new exam format. Regular practice will help students identify their strengths and weaknesses and improve their performance.

In addition, this is an important stage, but also easy to cause stress. Students need to arrange their study and rest time reasonably, avoid excessive pressure to have a comfortable mentality when entering the exam.
