These are not just simple transportation projects but also symbols of the desire for development, expanding the vision from the Central Highlands towards the ocean.
Currently, National Highway 29 is the main connecting route of Phu Yen - Dak Lak provinces, there are still many sections with low technical specifications, narrow road surface, small curve radius, many locations are degraded, locally damaged. Therefore, this route only ensures smooth traffic needs; it does not meet the socio -economic development needs of Phu Yen - Dak Lak provinces in the coming time.

Before the merger of Dak Lak and Phu Yen provinces, the two localities have submitted a proposal to the Government for investment in a strategic expressway connecting the forest with the sea. According to the proposal, the project has a total estimated investment of VND 29,655 billion, proposed to be invested under the public-private partnership (PPP) method, BOT contract form. With a length of about 122 km, the project has a starting point intersecting with the North-South expressway in the East and an ending point intersecting with National Highway 14. The expressway will be built with a scale of 4 complete lanes, with a continuous emergency lane, a roadbed width of 24.75 m and a design speed of 100 km/h. According to the plan, investment preparation will take place from 2025 to 2026, the construction process will begin from 2026 to 2029.
Phu Yen and Dak Lak provinces have proposed to the Prime Minister to allow adjustment of the investment progress of the Phu Yen - Dak Lak expressway before 2030 and the starting point of the intersection with the North - South Eastern Expressway (CT.01) in the Road Network Planning for the period 2021 - 2030, with a vision to 2050. At the same time, it is proposed to add the project to the investment portfolio from the central budget in the medium-term plan for the period 2026 - 2030. In particular, it is proposed to assign the People's Committee of Phu Yen province (during the period before the province's merger) and the new People's Committee of Dak Lak province (after the province's merger) as the competent authorities to implement the project. This demonstrates the initiative and high determination of the localities in accelerating the implementation progress of this key project, optimizing the management apparatus after the merger.
The Phu Yen - Dak Lak expressway is a strategic route connecting East - West, connecting "forests" with "seas", synchronously connecting the traffic infrastructure of the Central Highlands with the Central Coast, which is included in the Road Network Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister. At the 11th Conference of the 13th Party Central Committee, it was agreed to merge Dak Lak and Phu Yen provinces, so the early investment in the Phu Yen - Dak Lak expressway before 2030 is very important and urgent to connect seaports, dry ports, airports, border gates, economic zones, and industrial parks.
The goal of the Phu Yen - Dak Lak expressway project is not only to form an East - West horizontal axis connecting the Central Highlands with the South Central Coast, but also to connect the entire national vertical axis system (North - South Eastern Expressway, North - South Western Expressway, Ho Chi Minh Road, Truong Son East Road, National Highway 1, coastal roads). This will create a complete and smooth traffic network. At the same time, it will create a driving force for regional space development, contributing to maximizing the potential and advantages of each locality.

According to Mr. Nguyen Thien Van, acting Chairman of Dak Lak Provincial People's Committee, the merger of Dak Lak and Phu Yen into the new Dak Lak province will open up a large space for development. However, to effectively exploit that potential, the locality needs to soon form a synchronous and smooth transportation system. This is a key issue, playing a particularly important role in promoting trade, attracting investment, developing the socio-economy and ensuring national defense and security. Convenient transportation will help the advantages of the coastal region quickly access the Central Highlands region, thereby contributing to promoting tourism.
According to Nguyen Thien Van, acting Chairman of the provincial People's Committee, this expressway will meet the convenient travel needs of people and officials of the two provinces after the merger. In particular, Dak Lak is currently one of the regions producing many key products, owning an area of many types of industrial crops. Therefore, investing in the Dak Lak - Phu Yen expressway will help the process of transporting goods from the place of raw material production to the nearest processing and export place, minimizing logistics costs and optimizing goods transportation activities.
In addition, the expressway also contributes to effectively promoting economic zones and seaport systems of Phu Yen (old), while exploiting the potential of inter-regional tourism. This will also be the foundation for forming new industrial zones and clusters and creating new space for developing other residential areas in areas near traffic intersections. In particular, in the context of Dak Lak and Phu Yen about to merge, these inter-provincial expressway projects are even more strategic, demonstrating the vision of regional development and optimizing resources.
Preliminary total area within the land area of the Phu Yen - Dak Lak Expressway Project is about 987 hectares, of which, residential land is nearly 21 hectares, perennial crop land is nearly 338 hectares, annual crop land is 455 hectares, special-use forest land is about 25 hectares, production forest land is 101 hectares; other land is about 47 hectares; with 391 households affected. |
