Many principals in Ho Chi Minh City had to explain and write self-criticisms about the limitations and shortcomings related to the implementation of the bidding package for the purchase of assets and equipment.


The Ho Chi Minh City Department of Education and Training has just issued a plan to organize a review according to Notice No. 613/TB-SGDĐT dated February 16, 2023. Accordingly, the Department held a meeting to review and criticize relevant collectives and individuals during the inspection period in implementing the bidding package for the procurement of assets and equipment in Notice No. 613.

The following schools have been named:

The Principal of Gia Dinh High School reported and explained, made a list of related individuals and wrote a self-criticism for the storage of accounting documents that were not fully preserved according to regulations, leading to loss of records.

The Principal of Le Hong Phong High School reported and explained, made a list of related individuals and wrote a self-criticism report on non-compliance with instructions on procurement and bidding, leading to incorrect spending according to regulations.

Director of the Center for Comprehensive TechnicalEducation and Vocational Guidance Le Thi Hong Gam reported and explained, made a list of related individuals and wrote a self-criticism report on non-compliance with instructions on purchasing and bidding, leading to failure to organize purchasing according to regulations.

66 units did not ensure the components of the dossier to build socialized collection plans according to regulations, as a basis for creating a 50% socialized funding source to purchase interactive boards in accordance with the policy of the Ho Chi Minh City People's Committee at the time of project implementation, and were responsible for explaining in writing the related contents and making a list of related individuals at the stage of the violations mentioned in Notice No. 613.

23 units have not properly maintained and used equipment, leading to many damaged, degraded and ineffective equipment. Principals of the units are requested to report and explain solutions: Binh Phu High School, Giong Ong To High School, Thu Thiem High School, Tran Khai Nguyen High School, Mac Dinh Chi High School, Le Thanh Ton High School, Tan Phong High School, Luong Van Can High School, Phuoc Long High School, Thu Duc High School, Cu Chi High School, Binh Tan High School, Tran Quang Khai High School, Tay Thanh High School, Thanh Da High School, Phu Nhuan High School, Han Thuyen High School, Nguyen Trung Truc High School, Go Vap High School, Nguyen Cong Tru High School, Binh Khanh High School, Can Thanh High School, An Nghia High School...

The Department of Education and Training said it will issue written criticism and reminders to relevant groups and individuals after receiving the report.

The units that make the report (with evidence if any), the individuals involved are responsible for writing the review honestly, voluntarily admitting shortcomings, not avoiding, accepting disciplinary action (if any), proposing solutions and corrections for shortcomings and limitations and taking remedial measures, and participating in the review meeting according to regulations.

These review meetings are expected to be held in January 2025.
