Hoa Binh youth excitedly leave for military service
The above outstanding results were achieved because Hoa Binh mobilized the cooperation and participation of the entire political system in carrying out the task of military recruitment. The process of carrying out the task emphasized publicity, transparency, clarity, accuracy, strictly followed the procedures and well implemented "3 nominations", "4 publicity", "3 meetings, 4 knowing", "3 together" ... These are valuable experiences and lessons drawn from local practices in the task of improving the quality of military recruitment.
With the motto "whoever recruits is sure of who", military agencies at all levels in the Hoa Binh Provincial Military Command actively and proactively advise local Party committees and authorities, and the Military Service Council (NVQS) to focus on leading, directing, issuing resolutions, directives, plans and instructions on deploying and implementing the synchronous process of military recruitment, ensuring strict compliance with the Law on Military Service and current legal documents. Localities that assign troops must coordinate well between departments, branches and organizations in registering and managing age; organizing preliminary selection, selection, and issuing orders to call citizens for military service health examinations according to the prescribed quantity and quality.
The commune-level preliminary examination and district-level recruitment examination are organized closely, seriously, publicly and transparently by the District and City Military Command (Standing Body of the Military Service Council) in coordination with the police and health agencies. After the recruitment examination, the Military Service Councils of wards and communes meet, learn about the circumstances, grasp the thoughts, feelings, aspirations, educational level, technical expertise, political attitude and ethics of each young man. At the same time, they carry out well the "3 meetings" (meeting citizens, meeting families, meeting localities); "4 knowings" (knowing health, knowing culture, knowing background, knowing moral qualities); coordinate with the police and health agencies to advise on the implementation of "3 together" (with the Military Service Council, with the health examination council and with the handover ceremony). Finally, the authorities will review, compare, and carefully check all records, background, circumstances, and wishes of each young person and each family, as a basis for advising the Party Committee, the government, and the Military Service Council of wards and communes to organize "3 selections" (government selection; village, association, and people's selection; family selection). During the process of preliminary selection, medical examination, and calling citizens to join the army, localities and units will focus on implementing "4 public disclosures" (including publicizing the list of citizens exempted from military service, the list of citizens temporarily deferred from military service, the list of citizens eligible for medical examination, and the list of citizens admitted to military service) at the headquarters of the People's Committee of the commune, the cultural house of the hamlet, and on the information portal and fanpage of the locality so that people can easily check, monitor, and supervise, resolutely not allowing negativity in military recruitment.
At the same time, military agencies at all levels have focused on improving the effectiveness of propaganda and dissemination of legal regulations. Especially the Law on Military Service for the people, especially for citizens of military service age in the locality. This is a content of great importance, because military recruitment in localities can only achieve the desired quality when the entire population is fully aware of and voluntarily complies with the Law on Military Service. Propagating and educating people to grasp the viewpoints, guidelines and policies of the Party and State on building all-people national defense, on people's war for national defense in the new situation; in which, focusing on propaganda and education for citizens of military service age to fully understand that implementing the Law on Military Service is the honor and pride of youth; at the same time, it is also the duty and responsibility of every citizen for the cause of building and protecting the country. Propaganda is organized and implemented with focus, especially before and during each recruitment period, on the occasion of holidays, festivals, important political events of the country and locality...
Along with that, Hoa Binh province has had many good, effective and practical ways to encourage young people to confidently join the army, such as the military combining training with mass mobilization work, helping families of soldiers in difficult circumstances to harvest crops, repair houses and barns during the rainy and stormy season. In particular, implementing the program to eliminate temporary and dilapidated houses, in 2 years (2024 and 2025), hundreds of families of soldiers on active duty have built solidarity houses, thousands of families have been given trees and seedlings to develop the economy... that helps young people confidently join the army and fulfill their obligations as citizens in the task of building and defending the Fatherland.
In fact, by implementing well the propaganda and education work on the Law on Military Service and promoting the "democracy, openness, and fairness" at the grassroots level combined with the good implementation of the Army's rear policy, the military recruitment work in localities throughout the province has been carried out well and achieved high quality. For example: in the 2025 military recruitment work, Hoa Binh province has 1,600 citizens leaving for military service, up to 60% of young people wrote volunteer applications, 70% have type 1 health, high school level accounts for 70% and there are 332 party members, there are no white communes in the military recruitment. Notably, there are many pairs of twins joining the army together, such as in Kim Boi district, in the 2025 military recruitment, the whole district has 274 outstanding young people leaving for military service. Among them, there are 2 pairs of twins writing volunteer applications to join the army.
To achieve the above results, in addition to regularly paying attention to military rear policies, vocational training, and job creation for demobilized soldiers. Many comrades, after completing their military service in the province, returned to their localities and were assigned work tasks or sent to training courses for grassroots military cadres. According to statistics, over 95% of grassroots cadres (commune level) in the whole province have been through the military. 100% of commune military command cadres have been through the military and received basic training at the military college level or higher, with intermediate political theory and state management qualifications. A typical example is comrade Sung A Mang - Party Secretary of Pa Co commune (a mountainous, especially difficult commune of Mai Chau district). In 2001, after completing his military service (NVQS) in Battalion 1, Regiment 2, Division 395, Military Region 3 and returning to his locality, Sung A Mang was arranged and appointed by the Party Committee - Military Command of Mai Chau district to the position of Deputy Commander, then Commander of the Military Command of Pa Co commune. He was then sent to study at the intermediate level of basic military training at the Military School of Military Region 3 to create a source of leaders and managers for the base. Having been trained and studied in the military environment, and experienced in the actual work in the locality, Sung A Mang has promoted his role well, advising the local Party Committee and government to bring Pa Co from a locality that was always at the bottom of the district's emulation movements to become a "bright spot" in the Quyet Thang emulation movement. From 2010 to present, Pa Co has been continuously recognized for completing its local defense and military tasks well, and has been recognized as a Determined to Win unit for many years. Every year, it completes 100% of its recruitment targets and plans with increasingly high quality.
In addition to Sung A Mang, in recent times, many comrades who have completed their military service and returned to their localities have been assigned to work positions at the grassroots level, such as Luong Van Huu, head of Bao hamlet, Giap Dat commune, Da Bac district; Dinh Van Han - Secretary of the Party Committee of Tan Thanh commune, Mai Chau district; Bui Van Hieu, Chairman of the People's Committee of Tu Do commune, Lac Son district... This further affirms that improving the quality of citizens joining the army, especially their political quality, not only contributes to building an increasingly strong military force but also provides a source of quality successor cadres for the grassroots level. At the same time, it creates opportunities for young people to have better conditions to develop in the military environment, bringing their youth to serve the Fatherland and the people.
The selection of young people for military service associated with the creation of grassroots cadres as done in Hoa Binh in the past not only contributes to improving the quality of input for the Army, but also creates a long-term source of cadres for localities and bases. Especially in remote, isolated and particularly disadvantaged communes of the province. With that approach, it has contributed significantly to improving the quality and standardizing the grassroots cadres; it is the motivation for generations of young people in the province to be excited and actively participate in military service.
It can be said that with synchronous, appropriate and effective methods, it not only contributes to improving the quality of military recruitment, but also encourages young people to write applications to volunteer for military service every year. It is worth mentioning that while many places still face difficulties in selecting and calling citizens to join the army, in Hoa Binh every year, thousands of outstanding children eagerly wait for the day of military service.
