Ninh Binh spends nearly 4,400 billion VND to build roads connecting urban areas with the expressway.

The strategic TD07 road, nearly 12 km long, will create a new gateway for Hoa Lu urban area, directly connecting to the North-South expressway and other important national highways.

The Ninh Binh Provincial People's Council has approved the investment plan for the construction of a road connecting Hoa Lu with National Highway 07 (TD07) with a total capital of nearly 4,400 billion VND . The project is identified as a key project with strategic significance in connecting the province's administrative center with national transportation routes.

Upon completion, the route will serve as a new gateway to the Hoa Lu urban area, opening up a strategic direction for external development, while creating a continuous connection with the North-South Expressway, National Highway 1, National Highway 10, and major economic growth centers such as Hanoi, Hai Phong, and Thanh Hoa.

Scale and total investment

Project TD07 is a Group A project with a total length of 11.68 km , passing through Hoa Lu ward, Yen Yen commune, Van Thang commune, and Vu Duong commune. The total estimated investment is 4,398 billion VND , with implementation scheduled from 2025 to 2029. In addition, the province plans to allocate approximately 600 billion VND for compensation and resettlement support.

In terms of scale, the project includes the following main components:

• Main route (8.84 km): 4 lanes, roadbed width 50 m.
• Connecting route to National Highway 10 (0.94 km): Scale of 4 lanes, roadbed width of 43.5 m.
• Branch line connecting the Cao Bo - Ninh Co axis (1.9 km).

To implement the project, approximately 111 hectares of land will need to be acquired, including about 96 hectares of rice paddy land and nearly 0.8 hectares of residential land.

Detailed route and main items

The route is divided into two main sections. Section 1 starts from the intersection with Trinh Tu Street (Hoa Lu Ward), heading east and crossing the Day River. The route will intersect with the North-South Expressway, where a complete cloverleaf interchange will be built to replace the current Cao Bo - National Highway 10 interchange.

Section 2 starts from Van Thang commune, passes through agricultural land and intersects with provincial road DT.485, then continues through Vu Duong commune. The end point of the route will intersect with the extended TD07 axis. From here, a 0.94 km branch will be built to connect with National Highway 10.

Strategic role and expectations

The Hoa Lu - TD07 connecting route is expected to significantly alleviate congestion on the existing National Highway 1 and National Highway 10. The formation of a modern transportation axis, directly connecting the provincial administrative center to the national expressway network, will be a crucial driving force, promoting socio-economic development, attracting investment, and expanding development opportunities for the Hoa Lu urban area in the future.
