According to the Draft Plan, the Program for the period 2025-2030 aims to build new rural areas following an urbanization model, focusing on depth, efficiency, and sustainability; improving the material and spiritual lives of rural people; promoting gender equality, reducing multidimensional poverty, ensuring social security, and access to basic services. The Program also aims to develop the rural economy in a green, circular, and ecological direction, linked to agricultural restructuring, digital transformation, and innovation; preserving cultural identity and strengthening national unity; ensuring national defense, security, and social order; and building a bright, green, clean, beautiful, and safe rural environment that adapts to climate change.
Specific targets by 2030: at least 65% of communes will meet the New Rural Area standards (with a target of 15% in 2026); 70% of communes in ethnic minority and mountainous areas will meet the standards according to the set criteria for the 2026-2030 period; and approximately 10% of communes will meet the modern New Rural Area standards. In addition, Ca Mau province aims for 60% of hamlets in particularly difficult communes in coastal and island areas to meet the New Rural Area standards according to the criteria issued by the Provincial People's Committee.

The plan comprises two groups of content. Group 1, on planning, includes two items; Group 2, on rural socio-economic infrastructure development, includes 16 items related to transportation, irrigation, disaster prevention, electricity, culture and sports, education , health, rural trade, raw material area infrastructure, digital and telecommunications infrastructure, broadcasting, clean water supply, environment, population distribution, rural housing, and management and maintenance of post-investment projects. Each item defines objectives, targets, lead agencies, and implementation guidelines according to regulations.
The issuance of the 2025-2030 Plan is an important basis for Ca Mau to comprehensively implement the New Rural Development Program, mobilize and effectively utilize resources, improve infrastructure, enhance people's lives, promote sustainable rural economic development, adapt to climate change, and preserve local cultural identity.
