A journey of perseverance and unity
Starting from 2011, Ninh Binh is one of the provinces that has been persistent, methodical and creative in implementing the National Target Program on New Rural Development. With the drastic and synchronous participation of the entire political system from the province to the grassroots level, along with the consensus and strong response of all classes of people, Ninh Binh countryside today has clearly "changed its skin".
From many communes with difficulties, lacking infrastructure, and low income, by 2024, the whole province will have 100% of communes (119/119) meeting the new rural standards, of which 75 communes will meet the advanced new rural standards and 24 communes will meet the model new rural standards. All 6/6 districts and 2/2 cities have met the standards or completed the task of building new rural areas, achieving 100% of the Government 's targets, of which Yen Khanh and Yen Mo districts were recognized as meeting the advanced new rural standards. The appearance of the countryside has changed significantly, from traffic infrastructure, electricity, schools, stations to environmental landscape and cultural life.
More importantly, not only is there "state investment", the achievements of Ninh Binh's new rural areas also originate from "people's strength, Party's will" with tens of thousands of working days, hundreds of billions of dong in significant contributions from the people and the business community to open roads, build cultural houses, and build effective production models.
Mr. Trinh Van Dung, a retired cadre in Yen Dong commune (Yen Mo) emotionally shared: “In the past, to go to the province, we had to ride a bicycle over a bumpy dirt road, which was dusty when it was sunny and muddy when it rained. Now the asphalt road is straight, the village gate is neat, the cultural house is spacious, and children can go to school conveniently. I thought it was only a dream, but now it has come true.”
Not only completing all 8 contents of the Central regulations for the provincial level of NTM, Ninh Binh also exceeded the target in many areas: more than 63% of communes met the advanced NTM standards (required only 40%), 100% of national highways, provincial roads and over 72% of district roads were planted with trees, the average public green area reached 6.51 m2/person (far exceeding the required level of 4 m2/person).
The people's satisfaction index with administrative agencies reached 85.34%, a figure that speaks volumes about the trust in the public apparatus and in what has been and is being done to improve the quality of life. Notably, during the public opinion survey organized by the Provincial Fatherland Front from January to February 2025, the rate of people satisfied with the results of building the new rural areas reached 99.43%.
Ms. Nguyen Thi Hang, a trader in Khanh Cuong commune (Yen Khanh), shared: “Rural markets are now more spacious and cleaner, local products meet OCOP standards, sell better, and life is stable. We are proud that our products are part of the overall success of the NTM program.”
Ninh Binh's success in building new rural areas is not only a story of "results", but first of all a story of "how to do it". With the motto "people know, people discuss, people do, people check, people benefit", Party committees and authorities at all levels have maximized democracy at the grassroots level and the spirit of self-management of the community.
Comrade Luu Xuan Tinh, Secretary of the Party Committee of Ninh My Ward (Hoa Lu City), acknowledged: “We always attach importance to extensive propaganda, frank dialogue with the people, gentle mobilization, and no coercion. Having consensus from the people means having the strength to transform the criteria on paper into vivid reality in real life.”
The program is also closely linked to patriotic emulation movements, such as "All people unite to build cultural life in residential areas", "All people protect national security", or campaigns to protect the rural environment, build 5 no 3 clean families of the Women's Union. It is impossible not to mention the role of mass organizations, Farmers' Association, Youth Union... with many creative models: "Women's flower road", "Light up the countryside road", "Model road", "Clean house, beautiful garden", contributing to creating a new rural appearance with strong identity and community vitality.
Desire to continue
The moment Ninh Binh province was recognized as having completed the task of building a new rural area was also the time when the people here were looking forward to another milestone: the merger of the three provinces of Ninh Binh-Nam Dinh-Ha Nam into a new administrative unit. In that context, the achievements of building a new rural area were even more meaningful, an important foundation for Ninh Binh to confidently enter a new stage of development.
Mr. Pham Pham Hong Huong, former official of the Provincial Emulation Committee, emotionally shared: “After more than 30 years of separation, the province is now about to return to a common home. But this time, we return with a new look: richer, more civilized, more united. Completing the task of building a new rural area not only affirms Ninh Binh's internal strength, but also our commitment to responsibility in building a strong province, with harmony between urban and rural areas.”
The joy is not only evident on the flag-lined streets, but also spreads to every family and residential area from the coastal area of Kim Son to the mountainous communes of Nho Quan district. In Cuc Phuong commune (Nho Quan), comrade Dinh Thi Van, Secretary of the Commune Party Committee, happily recounted the journey of mobilizing people to renovate their mixed gardens, build household waste pits, and make concrete roads: "At first, some people did not believe it and were still hesitant, but now everyone is happy. Happy because our hometown is so different from the past!"
Despite having achieved the NTM standards, Ninh Binh does not stop there. As stated in the Prime Minister’s Decision, the province needs to continue to maintain and improve the quality of the criteria, especially the economic and environmental criteria, to ensure sustainability in NTM construction.
Comrade Dinh Thi Lan Anh, Deputy Director of the Department of Agriculture and Environment, affirmed: “The completion of the task of building a new rural area is a milestone, but not the end. We will continue to build an advanced, exemplary new rural area, associated with digital transformation, developing rural tourism, and applying high technology in agricultural production. That is the path of sustainable development, harmonizing rural and urban areas, towards building a millennium heritage city.”
The journey of building a new rural area in Ninh Binh province has marked a milestone with comprehensive and solid results, opening the door for new expectations. In the joy overflowing in the renewed countryside, the people of Ninh Binh today are living in pride, and tomorrow will continue to be the masters creating a new look for the land of millennium heritage.
