Ninh Binh strictly prohibits the use of explosives, electric shocks, toxic substances, and prohibited fishing gear to exploit aquatic resources.

In recent years, the Government, the Prime Minister, and the People's Committee of Ninh Binh province have issued a synchronous system of legal documents and directives related to the management, protection, and regeneration of aquatic resources, which strictly prohibit the use of explosives, electric shocks, and toxic substances to exploit aquatic resources.

Ninh Binh Provincial Border Guard propagates and guides fishermen to strictly comply with the Fisheries Law.

The management of illegal fishing activities, trading, storing, transporting and using explosives, toxic substances and electric shocks in fishing has been effectively implemented by local authorities; awareness and actions of the fishing community and the whole society in the conservation, protection and development of aquatic resources have had many positive changes through communication activities; activities of regenerating and developing aquatic resources have received attention.

However, after implementing the arrangement of two-level administrative units, management work encountered many difficulties, inspection, detection and handling of violations were not implemented synchronously, promptly and regularly, leading to the situation of violations of regulations in exploitation and protection of aquatic resources tending to increase and become more complicated, affecting the protection and development of aquatic resources, negatively impacting ecosystems.

In order to continue to effectively implement the management of illegal fishing activities, trading, storing, transporting and using explosives, toxic substances, and electric shocks in fishing, and to strengthen the protection and regeneration of aquatic resources in the province, ensuring legality, consistency, synchronization, timeliness and effectiveness, on October 21, 2025, the People's Committee of Ninh Binh province issued Directive No. 06/CT-UBND on strictly prohibiting the use of explosives, electric shocks, toxic substances, and prohibited fishing gear for fishing and strengthening the protection and regeneration of aquatic resources in Ninh Binh province.

In the Directive, the Chairman of the Provincial People's Committee requested:

The Department of Agriculture and Environment strictly implements the provisions of the 2017 Fisheries Law and its guiding documents, the Prime Minister's Directives No. 01/1998/CT-TTg dated January 2, 1998 on the prohibition of the use of explosives, electric shocks, and toxic substances for fishing; 19/CT-TTg dated July 30, 2014 on continuing to promote the implementation of Directive No. 01/1998/CT-TTg; 45/CT-TTg dated December 13, 2017 on urgent tasks and solutions to overcome the European Commission's warning on combating illegal, unreported, and unregulated fishing and related documents.

Strengthening the management, patrolling, inspection and supervision of fishing activities at sea and inland waters; the implementation of regulations on registration, inspection of fishing vessels, and the use of fishing licenses by fishing vessel owners. Timely detecting, correcting and strictly handling violations in accordance with the provisions of law.

Preside over and coordinate with departments, branches, People's Committees of communes, wards, organizations and unions to periodically release traditional and indigenous aquatic species and species of high economic value into natural waters and water bodies in the province to supplement and regenerate aquatic resources and raise people's awareness in the work of protecting and regenerating aquatic resources.

Develop a plan to implement the ban on the use of explosives, electric shocks, toxic substances, and prohibited fishing gear to exploit aquatic resources and strengthen the protection and regeneration of aquatic resources in the province.

Strengthen propaganda to all classes of people about the significance of managing and protecting aquatic resources; the harm and consequences of using explosives, toxic substances, electric shocks, and prohibited fishing gear to destroy the ecosystem, environment, and deplete aquatic resources. Strictly implement regulations on prohibiting the use of explosives, toxic substances, electric shocks, and prohibited fishing gear to exploit aquatic resources and participate in activities to restore aquatic resources.

The Border Guard Command (Provincial Military Command) strengthens inspection and control work, promptly detects and strictly handles violations in transporting, storing, and using explosives, toxic substances, electric shocks, and prohibited fishing gear to exploit aquatic products in sea areas, sea border areas, port gate areas, and port waters managed by the unit.

Carry out specialized patrol coordination in the field of fisheries; coordinate with relevant forces to organize inspection and control of fishing vessels at sea and strictly handle violations of the law within their authority.

Coordinate propaganda on the significance of protecting aquatic resources; the harm and consequences of using explosives, toxic substances, electric shocks, and prohibited fishing gear that destroy the ecosystem, environment, and deplete aquatic resources.

The provincial police directed the communal police force and traffic police to synchronously deploy measures, actively prevent, proactively fight, stop, and promptly handle all types of crimes and violations of illegal fishing in the area.

Coordinate the inspection of law enforcement in fishing activities, strictly handle violations, especially the use of explosives, electric shocks, toxic substances and prohibited fishing gear for fishing. At the same time, strengthen the situation control, coordinate strict handling of organizations and individuals that illegally produce, trade, transport and store electric shocks and explosives.

Coordinate propaganda on the significance of protecting aquatic resources; the harm and consequences of using explosives, toxic substances, electric shocks, and prohibited fishing gear that destroy the ecosystem, environment, and deplete aquatic resources.

The Department of Industry and Trade strengthens state management of chemicals and industrial explosives; coordinates with functional units to regularly inspect and strictly handle acts of illegal trading, storage, transportation and use of chemicals and industrial explosives for aquatic exploitation.

Coordinate with the Provincial Police, the Border Guard Command (Provincial Military Command), relevant agencies and localities to strengthen inspection and strictly handle acts of illegal trading, storage, and transportation of explosives, toxic electric shocks, and prohibited fishing gear for aquatic exploitation.

The Department of Finance, annually, based on the provincial budget balance capacity, advises the Provincial People's Committee to arrange funds to carry out the tasks in the Directive according to regulations.

The Department of Culture and Sports guides press agencies and grassroots information systems to promote propaganda and dissemination of the Fisheries Law, documents guiding the implementation of the Law, regulations of the Government, the Ministry of Agriculture and Environment, and the Provincial People's Committee on the prohibition of the use of explosives, electric shocks, toxic substances, and prohibited occupations for fishing to raise awareness and responsibility of all people in the work of protecting and developing aquatic resources.

People's Committees of communes and wards strictly implement the provisions of: Law on Fisheries 2017, Directives of the Prime Minister No. 01/1998/CT-TTg dated January 2, 1998 on strictly prohibiting the use of explosives, electric shocks, and toxic substances to exploit aquatic resources; 19/CT-TTg dated July 30, 2014 on continuing to promote the implementation of Directive No. 01/1998/CT-TTg; 45/CT-TTg dated December 13, 2017 on urgent tasks and solutions to overcome the European Commission's warning on combating illegal, unreported, and unregulated fishing and related documents.

Direct the functional forces, especially the Commune Police, to inspect, control and strictly handle violations of the law on trading, manufacturing, storing, using explosives, electric shocks, toxic substances and prohibited fishing gear for aquatic exploitation. Direct to stop the use of explosives, electric shocks (electric shock tools, grid electricity) for aquatic exploitation in lakes, dams, rivers, canals and fields.

Assign specific tasks to local departments, offices and functional forces to propagate and educate people to strictly comply with regulations on aquatic resource exploitation; carry out inspection and control activities on trading, transporting, storing, using explosives, electric shocks, toxic substances, and prohibited fishing gear for aquatic resource exploitation; mobilize people to release and restore aquatic resources into natural water bodies to restore aquatic resources in the area.

According to the Directive, the Chairman of the Provincial People's Committee also requested the Vietnam Fatherland Front Committee of Ninh Binh province to coordinate with the Department of Agriculture and Environment and local authorities to propagate and disseminate to members, union members and people about the harmful effects and consequences of illegal fishing and the role and significance of protecting and developing aquatic resources so that members, union members and people of all walks of life understand and comply with state regulations.

Requesting the Heads of Departments, branches, Chairmen of People's Committees of communes and wards to seriously implement, be responsible before the law and the Chairman of the Provincial People's Committee for the implementation results. Periodically every 6 months (before June 10), annually (before December 15) and suddenly or upon request, send reports to the Department of Agriculture and Environment according to regulations.

The Department of Agriculture and Environment is assigned to regularly inspect, supervise, monitor and evaluate the implementation results of departments, branches and localities; synthesize the results and report to the Provincial People's Committee for timely direction.
