Specifically, according to Decision No. 1037/QD-BNN-TS dated April 11, 2024, before the merger, the former Nam Dinh province was assigned 597 quotas, the former Ninh Binh province was assigned 8 quotas of Offshore Fishing Licenses. From April 12, 2024 to July 21, 2025, Ninh Binh transferred 9 quotas to fishing vessels operating outside the province and received 34 quotas from other localities, bringing the total quota to 630.
Completing the review and clearly defining the quota quantity is of great significance in state management. This is the legal and practical basis for the province to organize transparent licensing, strictly control offshore exploitation activities in accordance with the provisions of the Fisheries Law, and at the same time contribute to protecting aquatic resources and preventing overexploitation. The Provincial People's Committee has also assigned the Department of Agriculture and Environment to organize the review and develop a plan to announce the exploitation quota in coastal and offshore areas according to the administrative units after the merger, ensuring consistency with the production reality of fishermen and the orientation of sustainable aquaculture development of the locality.
