Ninh Thuan proposes to unify boundaries for nuclear power plant site clearance

Ninh Thuan provincial government is carrying out site clearance for resettlement of people serving nuclear power plants according to the isolation distance from the fence of the plant that must be cleared is 500 m.

Gelex - Ninh Thuan solar power farm will be within the affected area if the isolation boundary is expanded by 500m.

Regarding the boundary of site clearance for the Ninh Thuan Nuclear Power Project, the People's Committee of Ninh Thuan province informed that according to Decision No. 6070/QD-BCT, dated June 17, 2015 of the Minister of Industry and Trade approving the adjustment of the Planning of the construction site of Ninh Thuan Nuclear Power Plant 1 and 2, the area of ​​the isolation zone from the fence of the plant that must be cleared is 500 m.

Therefore, currently, the authorities in Ninh Thuan province are also carrying out the work of site clearance for resettlement of people serving the Ninh Thuan 1 and 2 nuclear power plants according to this prescribed distance.

At the same time, other management work related to investment projects and people's livelihoods also comply with the 500 m safety radius.

However, on April 17, 2025, the Ministry of Science and Technology determined that the residential restricted area is the area with an outer boundary at least 1 km from the factory fence.

Through a preliminary review by the People's Committee of Ninh Hai district and the People's Committee of Thuan Nam district, the People's Committee of Ninh Thuan province believes that the case of having to clear the area according to the opinion of the Ministry of Science and Technology mentioned above (an additional 500 m) will greatly affect the resettlement project of nuclear power plant projects in Ninh Thuan.

The reason is that it will increase the reclaimed area by about 598.5 hectares. Of which, Ninh Thuan 1 Nuclear Power Plant will increase by 311.5 hectares (with 1,500 households in Son Hai 1 village); Nuclear Power Plant 2 will increase by 287 hectares.

At the same time, this area has many educational facilities (schools), medical facilities, headquarters of state agencies, traffic infrastructure (Provincial Road 702) and 2 renewable energy projects that have been in commercial operation since 2020 - 2021 (including Gelex - Ninh Thuan Solar Power Farm 50 MWp and Mui Dinh Wind Power Plant 37.6 MW).

Not only that, the estimated compensation cost increased by about 12,100 billion VND. Including; Ninh Thuan 1 Nuclear Power Plant increased by 7,600 billion VND; Ninh Thuan 2 Nuclear Power Plant increased by 4,500 billion VND.

Meanwhile, the increased boundary will affect resettlement arrangements for projects, especially at the Ninh Thuan 2 Nuclear Power Plant Project because local land funds are very limited. Currently, the resettlement area being planned has a part of the area within a 1 km radius from the plant.

In addition, the People's Committee of Ninh Thuan province said that this also affects the implementation progress because it is necessary to adjust the planning of resettlement areas, adjust the resettlement project of nuclear power plant projects in Ninh Thuan.

Therefore, in a recent report sent to the Prime Minister, the People's Committee of Ninh Thuan province proposed that the Prime Minister direct relevant ministries and branches to soon reach a consensus on the boundary for site clearance of the Ninh Thuan Nuclear Power Project so that the locality has a basis for implementation.

While waiting for consensus, currently, Ninh Thuan Provincial People's Committee continues to implement according to the instructions of the Ministry of Industry and Trade in Official Dispatch No. 3465/BCT-DL, dated May 15, 2025.
