Continue to increase connection and cooperation
Speaking at the event, Mr. Erich Juang, Deputy General Director of TSRI Semiconductor Research Institute (Taiwan - China) said that to develop the semiconductor industry, it is necessary to have high-quality human resources. In the future, the expansion of the semiconductor ecosystem as well as the information technology industry will face many challenges and changes, so units that want to cooperate more closely need to have new training programs, promoting the combination between the Government , research institutes, and universities.
Sharing the same view, Mr. Robert Li, Vice President of Synopsys Corporation, said that to develop semiconductor microchips, it is necessary to have the participation of the government as well as the combination of businesses and universities. Vietnam in general and Da Nang in particular are gradually building a good foundation and in the future, the city needs to recruit good chip design engineers locally as well as abroad. For engineers studying abroad, there should be policies to return to the city to develop. Mr. Robert Li expressed his belief that in the future, the semiconductor microchip industry will continue to create many changes and Da Nang will be among the leading group of this technological revolution.
According to Mr. Vu Duy Viet, Director of the R&D Center of Infineon Technologies AG, when considering opening a semiconductor factory, infrastructure and power sources are among the decisive factors to ensure production. Regarding human resources, universities should compensate for the gap between theory and practice through additional training. In addition to university training, foreign companies highly value the balance of the team. A team of young employees who are new graduates cannot convince the senior leaders of corporations. Therefore, in addition to university training policies, companies really need the State's support in terms of mechanisms and policies to motivate experienced people and experts to come to Da Nang to build a team of human resources, thereby creating investment confidence in Vietnam in general and Da Nang in particular.

Create the best conditions for semiconductor microcircuit development
Deputy Minister of Information and Communications Bui Hoang Phuong said that Da Nang city with its strategic geographical location, favorable investment and business environment, and high-quality human resources along with information technology infrastructure ensures convergence of core factors to develop into a new microchip center of Vietnam and the region. On June 26, 2024, the National Assembly passed Resolution No. 136/2024/QH15 on the organization of urban government and piloting specific mechanisms and policies for the development of Da Nang city, including outstanding preferential policies for strategic investors and strategic partners in the field of microchips and artificial intelligence. This demonstrates the Central Government's support for investment in developing this field in Da Nang city. This is an opportunity for the locality to focus resources, create a strong breakthrough and emphasize that developing the semiconductor microchip industry is the country's strategic choice for Da Nang city.
The Ministry of Information and Communications proposed that the city promptly research and develop resolutions regulating policies to support the development of the semiconductor and artificial intelligence sectors in the city, concretize the contents stipulated in Resolution No. 136/2024/QH15 into practice, promptly promulgate and apply in early 2025; promptly implement the recognition of strategic investors, strategic partners and implement leasing without auction at Software Park No. 2, promptly report to the Central Government to resolve difficulties and problems in the implementation process; effectively implement tasks and solutions, aiming to train at least 5,000 semiconductor engineers by 2030.
Speaking at the conclusion of the conference on Promoting Investment in Semiconductors in Da Nang, Party Central Committee member, Secretary of the City Party Committee, Head of the National Assembly Delegation Nguyen Van Quang said that from October 2023 to now, the city has drastically and synchronously implemented many specific steps with the main orientation of focusing on developing human resources in semiconductors and artificial intelligence, focusing on linking and cooperating with large and reputable domestic and foreign enterprises and partners to attract investment, train human resources and form an ecosystem of semiconductors, semiconductors and artificial intelligence in the city. Over the past 10 months, the city has conducted many meetings, supported calling for investment in infrastructure and training human resources in semiconductors and artificial intelligence to meet the development of the city and the human resource needs of the businesses themselves.
The city has been building political and legal foundations to create policies to attract, encourage investment, and cooperate in development in the field of semiconductors and artificial intelligence after the National Assembly issued Resolution No. 136/2024/QH15. It can be said that Da Nang is the first locality to be granted special mechanisms to develop the semiconductor field. These are outstanding preferential policies for strategic investors and strategic partners in the field of semiconductors and artificial intelligence. Regarding infrastructure, the city continues to focus on synchronous investment and perfecting the infrastructure system serving the high-tech industry, semiconductor industry, etc.; completing and soon putting into operation Software Park No. 2 to attract investors and research and development centers.
The city also hopes that partners, investors and businesses will further enhance their roles and responsibilities in effectively implementing investment projects and signed cooperation agreements, committing to long-term cooperation with the city, training human resources and committing to technology transfer; actively contributing to the development of policies and human resource training activities in the city's semiconductor industry, towards the goal of sustainable development together.
