The results are not really positive.

In 2024, the United Nations Development Program (UNDP) surveyed 1,122 people in 24 villages and residential groups in 12 communes, wards and towns of 6 district-level administrative units of Hanoi city, including: Hoan Kiem district; Dong Da; Cau Giay; Ba Dinh; Hoai Duc district; Son Tay town.

The results of the 2024 PAPI Index show that: The content axis "Participation of people at the grassroots level" ranked 21/63, down 12 places, in group 1 (High group); "Transparency" ranked 8/63, down 1 place, in group 1 (High group); "Accountability to people" ranked 24/63, up 3 places, in group 2 (Medium - High group); "Control of corruption in the public sector" ranked 54/63, down 22 places, in group 4 (Low group); "Administrative procedures" ranked 60/63, down 23 places, in group 3 (Low - Medium group); "Provision of public services" ranked 32/63, down 18 places, in group 2 (Medium - High group); "Environmental governance" ranked 58/63, up 3 places, in group 4 (Low group). “E-governance” achieved 1/63 (maintained rank), in group 1 (High group).

Analysis shows that the results are not really positive, when the two content axes with the highest scores are "Public service provision" (7.5690 points) and "Public administrative procedures" (7.1232 points), but these two contents are losing points and rankings. Specifically, "Public service provision" has the deepest drop in scores (down 0.2796 points) and "Public administrative procedures" has the lowest ranking (ranked 60/63 provinces and centrally-run cities, down 23 places). The two content axes belong to group 4 (Low group): "Corruption control in the public sector" ranked 54/63, down 22 places, only reaching 6.6983 points; "Environmental management", ranked 58/63, only reaching 2.8726 points.

Assessing the results of Hanoi's PAPI Index, Ms. Do Thanh Huyen, a public policy analyst at UNDP, said that the difficulty for Hanoi is the decisiveness of the local government in the implementation process, while solving the city's problems involves a combination of many things, along with pressure on many issues such as planning, population, large urban areas, etc.

Even in the content axis of "Electronic Administration", Hanoi is holding the number 1 position out of 63 provinces and centrally-run cities, belonging to group 1 (High group), but only the component content "Internet access and use" reached 2.9605 points/10 points, while the components content "Using electronic information portals", "Government responses via electronic information portals" only reached more than 0.5 points/10 points. According to the survey results, many people think that the procedures have not been simplified and the public service portal is not user-friendly.

Determined to improve the index

Compared to the score targets set for 2024, Hanoi has 4/28 targets that have met the plan, 24/28 score targets that have not met the plan. Compared to the ranking targets set at the beginning of the term, Hanoi has 14/32 targets that have met the plan, 18/32 targets that have not met the plan.

According to Deputy Director of Hanoi Department of Home Affairs Mai Xuan Truong, the departments and branches assigned by the city need to continue to analyze more deeply the issues from the PAPI Index results, point out the causes and advise the City People's Committee to develop plans and propose specific solutions to overcome and improve in 2025 and the following years. In particular, most of the areas that the PAPI Index researches and publishes are closely related to people's lives, take place at the grassroots level, and are under the responsibility of the grassroots authorities. Therefore, the solutions that the departments and branches advise the city to improve the PAPI Index need to pay more attention and focus more on investment at the grassroots level, attaching responsibility to the leadership, direction, supervision and inspection of the Party Committees and heads of the grassroots authorities.

“Along with seriously considering and implementing solutions, Hanoi will also propose adjusting the PAPI question system to be closer to Hanoi urban areas, to have an accurate view of people's thoughts, thereby having timely adjustment policies,” Mr. Mai Xuan Truong shared.

The PAPI index is determined on 8 content indicators, 28 component contents, more than 120 main indicators, more than 550 questions. Each content indicator is determined by 10 points, totaling 80 points. The 8 content indicators include: Participation of people at the grassroots level; Publicity and transparency in decision-making; Accountability to people; Control of corruption in the public sector; Public administrative procedures; Public service delivery; Environmental governance; E-governance.

Strengthening public service inspection in sectors and fields

To improve the content axes of the Provincial Governance and Public Administration Performance Index in Vietnam (PAPI) in which Hanoi is still low, I think it is necessary to strengthen the inspection of public services in each sector and field, not just the Home Affairs sector. Regarding environmental issues, it is necessary to promptly implement the proposed solutions in controlling air pollution, wastewater, and water sources. Regarding public services, attention should be paid to ensure that the system operates smoothly and does not stagnate.

As surveyors and analysts of the PAPI Index, we hope that during the time of implementing the arrangement of commune-level administrative units, the city, district and commune authorities will still ensure the continuous settlement of administrative procedures, avoiding disruptions in the provision of public services to the people.

Need to study and reorganize the questionnaire on PAPI Index

Over the years, Hoan Kiem District has always been honored to be selected as the unit to collect people's opinions to evaluate the results of the city's PAPI Index. Through research, it is shown that people evaluate the PAPI questionnaire as a set of questions close to reality, however, there are still some questions that are peripheral and questions that go into each area of ​​government that require people to have a deep understanding of many social issues. With these questions, people are often hesitant and find it difficult to answer.

Therefore, it is possible to research and replace it with questions about people's opinions and assessments of a certain socio -economic issue and prepare answers such as "right" or "wrong"... This saves time asking, is convenient for respondents, and avoids affecting the overall survey results.

PAPI Index 2024 is not similar to other indexes

The results of Hanoi's 2024 PAPI Index are not similar to some other indexes. Specifically, the Administrative Reform Index - PAR Index in 2024 maintained the 3rd position out of 63 provinces and centrally-run cities; The index measuring people's satisfaction with the service of state administrative agencies - SIPAS Index in 2024 increased by 10 ranks while the PAPI Index decreased by 14 ranks. From this index, the PAPI assessment agency needs to have a separate calculation method for large cities such as Hanoi, Ho Chi Minh City ..., should not evaluate together with all other provinces and cities.

There should be more input in the process of developing questions and supervision by the Fatherland Front at all levels during the implementation of the voting process to ensure the authenticity and high reliability of the index.
