ĐNO – In recent years, the work of supporting and caring for the elderly in the city has achieved many positive results, thereby helping the elderly receive physical and mental health care, economic support, etc.

Despite his advanced age, Mr. Pham Cong Luong, Party Secretary of Binh Phuoc 1 residential area, Thuan Phuoc ward, Hai Chau district, never rests. Sometimes he pushes a cart with children to collect garbage and scrap, sometimes he gives gifts to disadvantaged households in the locality. Mr. Luong is a shining example of an old man who still participates in many useful activities for the community. He campaigned and established the "young environmental" club to collect beer cans, soft drinks, plastic bottles, cardboard, scrap metal, etc.
These “products” are brought to a centralized area for sorting and selling to scrap purchasing facilities, earning an average of about 3 million VND per month. “With more than 100 million VND from selling scrap, I buy books and notebooks to give to excellent students for the new school year; support students from poor households and families in difficult circumstances,” Mr. Luong shared.
Mr. Luong is just one of hundreds of thousands of elderly people in the city who have been making significant contributions to social security activities. The city currently has nearly 113,000 elderly people aged 60 and over, more than 97,000 members of the Elderly Association; nearly 70,000 elderly people are receiving monthly allowances and policies.
The city has 3 care facilities that are currently caring for 173 lonely elderly people with no place to rely on. All levels and sectors always pay attention to leading, directing, and issuing many policies related to the elderly, which are well received, welcomed, and highly approved by the city's elderly.
In recent times, the Elderly Association at all levels has made efforts to implement work for the elderly; the organization system of the Association from the city to districts, communes, wards, and residential areas has always been consolidated and supplemented to become stronger and stronger. Currently, there are 5,997 elderly people participating in the work of Party committees, authorities, fronts, and grassroots mass organizations (villages, residential areas, residential groups, etc.) who are always the core force and the support of local Party committees and authorities in promoting the role of the elderly and caring for the elderly.
Many activities are organized such as: wishing longevity, celebrating longevity of the elderly, visiting and helping the elderly in difficult circumstances; organizing well cultural, artistic and sports activities for the elderly from the grassroots level; promoting the role of a social organization, representing the aspirations, rights and legitimate interests of the elderly, being a member of the Vietnam Fatherland Front, being a reliable support of the Party and State...
Mr. Thai Dinh Hoang, Deputy Head of the City Elderly Association, said: "The work of supporting and caring for the elderly in difficult circumstances, the elderly in rural areas, and social facilities is increasingly being focused on. The role of the elderly is always promoted by the Association at all levels in participating in Party and government building; preserving and developing traditional cultural values of the nation; exemplary in implementing a civilized lifestyle; the movement of the elderly doing good business is promoted, many elderly people are considered and honored by the Association at all levels as "elderly doing good business" at the central, city, district, ward, and commune levels".
However, besides the achieved results, there are still shortcomings, it is necessary to continue researching and advising the Party Committee and government to amend and supplement policies to meet the needs of material and spiritual life and protect the health of the elderly when Vietnam will be classified as a country with an aging population in the future.
According to Mr. Hoang, in order to continue promoting the role of the elderly and organizing the Association in the new period under the direction of the Standing Committee of the City Party Committee in Directive No. 21-CT/TU dated December 19, 2022, Party committees and authorities at all levels should pay attention to leading and directing the Association of the Elderly at all levels in the city to continue to innovate its methods of operation to develop the number of members along with quality, gathering more members to participate in the emulation movement "Old age - Bright example". In particular, it is necessary to continue promoting the valuable experiences of the elderly to participate in political - social, economic, scientific, cultural, educational, health, security and order activities; coordinate with the Fatherland Front at all levels and sectors and organizations to implement the democratic regulations at the grassroots level; participate in monitoring, social criticism, building a clean and strong Party and government.
There needs to be a support policy for the vice president of the Elderly Association at the commune and ward levels (who are in charge of the work but do not have any incentive or motivation policies), which is significantly affecting the mobilization of the Elderly Association movement at the ward and commune level, which is the level that mainly carries out activities to care for and promote the role of the elderly.
The Elderly Associations of communes and wards need to update and ensure that all local elderly people have their data updated on the National Population Data System according to Project 06/CP; Coordinate with the health sector to implement the coordination program between the City Elderly Association Representative Board and the Department of Health on Elderly Health Care until 2030, annually organize periodic health examinations for the elderly, especially for the elderly without health insurance; Connect and mobilize agencies, businesses, and organizations to participate in supporting and caring for the elderly, both mentally and physically, with special attention to the elderly who are isolated, the elderly without shelter, the elderly without social insurance, etc.
In addition to promoting existing institutions, the Elderly Association at all levels needs to create "new spaces" to promote elderly care activities in terms of health, spirit and access to new knowledge and technology.
The city continues to expand the model of intergenerational self-help clubs until 2025; the project on elderly health care until 2030; social protection and health insurance regimes... to create conditions for the care and promotion of the role of the elderly to be increasingly promoted.
