Efforts to clear land for key projects

Leaders of Dien Bien Phu City People's Committee had a dialogue with households in Noong Bua ward to resolve problems regarding site clearance for the Traffic Road Project connecting key economic areas in the dynamic economic region along National Highway 279 and National Highway 12.

Currently, in Dien Bien Phu City, there are 24 key projects being implemented, of which: 8 projects are invested by Dien Bien Phu City People's Committee and 16 projects of the city and province must carry out site clearance work.

According to the assessment of the People's Committee of Dien Bien Phu City, the land acquisition and compensation work for most key projects is behind schedule. The main shortcomings encountered in the land acquisition and compensation work are that many households under the approved compensation plan have not received money, many households have not had their plans approved; some households have to be measured and re-registered, and many households are slow to complete the land acquisition and compensation plan. The reason is due to difficulties in verifying the origin of the land. Many households have complicated land use origins, the measurement and registration maps are incorrect, so they have to request adjustments many times. In addition, the staff performing professional tasks of the People's Committee of Dien Bien Phu City and the People's Committees of wards and communes is very thin.

Clearly identifying difficulties and obstacles, the People's Committee of Dien Bien Phu City has proactively and flexibly adjusted the methods and ways of organizing the implementation of site clearance work. First, the City People's Committee requested the Provincial People's Committee and related departments and branches to supplement professional staff for the city's departments and offices. At the same time, mobilize and transfer a number of cadastral officers from wards and communes with few projects requiring site clearance to key wards such as Noong Bua and Thanh Truong. When the staff force was supplemented and strengthened; the specialized departments were strengthened, the City People's Committee established many working groups to coordinate with the authorities of wards and communes, and investors to carry out site clearance work. With the motto of "focusing on resolving each project", the City is currently... Dien Bien Phu is focusing on implementing site clearance for the following projects: Roads connecting key economic areas in the dynamic economic zone along National Highway 279 and National Highway 12 (referred to as the Dynamic Road Project), Thanh Binh Bridge and the Dien Bien Provincial Administrative and Political Center Project.

Implementing key projects, Noong Bua ward has the largest number of affected households and land area to be recovered in Dien Bien Phu city. Currently, there are 6 projects being implemented in Noong Bua ward. Specifically: Dynamic Road Project (183 affected households and recovered land area of 19.5ha); Provincial administrative and political center (253 households and recovered 36.5ha); drainage ditch for resettlement area, section from the regulating lake to D6C bridge (45 households and recovered 3ha); road from the provincial hospital intersection to Ta Leng intersection (101 households and recovered 6.7ha); Dien Bien provincial television production center (12 households and 0.83m2); construction of resettlement area, point of Provincial administrative and political center (53 households and 10.5ha).

Mr. Nguyen Dinh Tuong, Chairman of Noong Bua Ward People's Committee, said: To meet the task of site clearance, in 2023, Dien Bien Phu City People's Committee has increased the number of cadastral officers for the Ward People's Committee by 1, and at the same time, mobilized 1 cadastral officer from Tan Thanh Ward to carry out the task of site clearance for projects in Noong Bua Ward. The Ward People's Committee has established working groups and mass mobilization groups to organize propaganda and mobilize households to agree with the policies of the province and city to implement the projects. The Ward People's Committee closely and smoothly coordinates with specialized departments and investment units to take advantage of all possible time, including evenings and weekends, to resolve problems and difficulties in site clearance. On October 14, the city organized a dialogue between the Chairman of the City People's Committee and more than 20 households in the dynamic road project area. At the meeting, the Chairman of the City People's Committee answered each request of the households, and at the same time directed the Ward People's Committee and relevant agencies to fully implement mechanisms and policies on the basis of ensuring the legitimate interests of the households and in accordance with the law.
