Also attending the meeting were Party Central Committee members: Minister of Transport Nguyen Van Thang, Provincial Party Secretary, Chairman of Tien Giang Provincial People's Council Nguyen Van Danh; leaders of ministries, branches, central agencies, and Tien Giang province.

Previously, during his working trip to Tien Giang, the Prime Minister attended the Conference to announce the Planning of Tien Giang province for the period 2021-2030, with a vision to 2050, and promote investment in Tien Giang province; surveyed and inspected the progress of a number of key projects in the province, including Rach Mieu 2 bridge, Go Cong sea dike, planning for seaport construction and Go Cong sea area restoration area; and offered incense at the Temple of National Hero Truong Dinh.

Public investment disbursement is always in the top of the country.

The report of Tien Giang province and opinions at the meeting unanimously assessed that, with many distinct potentials, competitive advantages, and outstanding opportunities, Tien Giang province has all the conditions to develop into one of the growth poles of the Mekong Delta region.

Tien Giang has a very favorable geo-economic position, with many potentials and advantages for socio-economic development, especially in marine economy, agriculture, tourism, services and trade.

Tien Giang is a province in the Mekong Delta, so it converges the elements of the Region - "rice granary", "fruit granary" and "shrimp - fish granary" of the whole country with a rich and diverse ecosystem, friendly and hospitable people, a tradition of passionate patriotism and unique cultural values ​​of the river region...

Tien Giang, especially My Tho city, one of the earliest urban areas in the Mekong Delta, has many advantages in natural conditions and geo-economic conditions "first near the market, second near the river, third near the road"; is a transit area for goods between the Mekong Delta and Ho Chi Minh City and the whole country, with a convenient water and road transport system.

The rich and diverse natural conditions of different ecological regions and the advantage of the river and canal system, islands; 32 km long coastline. The province has many historical and cultural relics (the whole province has over 2,100 historical and cultural relics, with 20 national relics, 86 provincial relics...), notably the Oc Eo and Go Thanh cultural relics of the 1st - 6th centuries AD in Cho Gao district; the Rach Gam - Xoai Mut historical relic in Chau Thanh district, the Ap Bac victory relic in Cai Lay district, traditional craft villages, Dong Thap Muoi ecological area...

Tien Giang has abundant human resources with a total population of nearly 1.8 million people, ranking second in the Mekong Delta region, including a labor force of 1.1 million people.

In recent times, the Party Committee, government and people of Tien Giang have strived and achieved positive results, some impressive results.

Production and business have recovered and shown positive changes, with economic growth rate in 2021 -0.91%; 7.04% in 2022, 5.72% in 2023 (higher than the national average); GRDP per capita is estimated at 69 million VND, up 23.6% compared to 2020.

The agricultural sector grew quite well and higher than the same period, people's income actually increased rapidly; 142/142 communes were recognized as new rural areas, reaching 100%, ranking 1/13 provinces and cities in the Mekong Delta.

Export turnover in 2023 reached 5.4 billion USD, an increase of 32%, exceeding the annual plan by 38.4%, ranking 2nd out of 13 provinces in the region. Public investment disbursement is always in the top of provinces and cities nationwide; attracting social investment capital of the province accounts for 11.8% of the region, ranking 2nd out of 13 provinces and cities in the Mekong Delta.

The economic structure shifts in a positive direction; the proportion of non-agricultural sector increases and the proportion of agricultural sector decreases. The agriculture - forestry - fishery sector decreases from 37.2% in 2022 to 36.4% in 2023; the industry and construction sector increases from 28% in 2022 to 28.5% in 2023; the service sector increases from 34.8% in 2022 to 35.1% in 2023.

The fields of culture, society, health, education and training have made much progress, people's lives are increasingly prosperous and happy. National defense and security are consolidated; social order and safety are maintained. The work of preventing and combating corruption and negativity is promoted.

Party building and the political system are focused on; the leadership capacity of Party committees at all levels and the direction and administration of governments at all levels are enhanced; solidarity and unity are maintained.

Research on building a provincial planning exhibition center

In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the meeting; acknowledged, commended and highly appreciated the efforts and achievements of the Party Committee, government, army and people of Tien Giang province, contributing to the common achievements of the Mekong Delta and the whole country.

On this occasion, the Prime Minister thanked Tien Giang for its efforts and good work in site clearance to build the two bridges My Thuan 2 and Rach Mieu 2.

In addition to the very basic results and achievements, the Prime Minister pointed out the shortcomings and limitations of Tien Giang. Tien Giang has great potential but its development is not commensurate. The province faces common difficulties and challenges of the Mekong Delta such as climate change, landslides, subsidence and complex salinity intrusion, limited strategic infrastructure in terms of transportation, society, health care and education, lack of high-quality human resources, no formation of large industrial centers for processing, manufacturing, agricultural and aquatic products processing, and no deep connection with regional and global production and supply chains. Budget expenditures are still unreasonable; public investment needs to be more focused and targeted.

Regarding viewpoints and orientations , the Prime Minister requested to continue to closely follow the Resolution of the 13th National Congress and the Party's policies and guidelines, especially Resolution No. 13-NQ/TW of the Politburo (on the direction of socio-economic development, ensuring national defense and security in the Mekong Delta region), policies and laws of the State, resolutions of the National Assembly, direction and administration of the Government, the Prime Minister and the Resolution of the Provincial Party Congress.

Develop faster, more sustainably, based on science and technology, innovation, green transformation, green economy, digital economy, sharing economy, circular economy, e-commerce development...

Always thirsty for legitimate enrichment, rapid, green and sustainable socio-economic development on the basis of strongly promoting potentials, strengths, self-reliance, self-improvement, rising strongly with endogenous strength, rising from one's own hands, brains, sky, land, border gates, without waiting or relying; turning danger into opportunity; turning nothing into something; turning heritage into assets; turning potential into resources. Constantly consolidating and strengthening the great national unity bloc, creating a spiritual foundation for the province's development.

Focus on ensuring harmony and connection between economic - cultural - social development and ecological environment protection associated with ensuring national defense and security; not sacrificing progress, social justice and the environment in exchange for mere economic growth.

Focus on administrative reform, improve the investment and business environment, further enhance competitiveness and international integration; promote start-ups, innovation, and digital transformation. Focus on developing a circular economy, a green economy, improving growth quality and economic restructuring.

Strengthen decentralization and delegation of authority along with appropriate resource allocation, enhance the implementation capacity of subordinates, individualize responsibilities along with inspection, supervision, and control of power. Encourage and protect cadres who dare to think, dare to do, and dare to take responsibility for the common good.

Regarding key tasks and solutions in the coming time, the Prime Minister requested to review the set goals, targets, tasks and solutions and continue to implement them synchronously, drastically and effectively; promptly issue a plan and deploy the planning of Tien Giang province for the period 2021-2030, with a vision to 2050, organize publicity, dissemination and extensive propaganda to all classes of people in the province, create consensus in implementing and researching the construction of a provincial planning exhibition center.

Focus on developing socio-economic infrastructure, especially transportation, industrial park infrastructure, tourism infrastructure, ensuring intra-provincial connectivity and connectivity between provinces in the region; at the same time, focus on developing digital infrastructure, agricultural and rural infrastructure, educational, healthcare, cultural and sports infrastructure.

Focus on building and effectively promoting the province's economic driving force. Prioritize the allocation of resources to synchronously and effectively implement the development space according to the model: One strip, three centers, four economic corridors with three development breakthroughs. Focus on developing the marine economy, agriculture, and tourism in the direction of green economy, digital economy, and circular economy associated with the potential, strengths, outstanding opportunities, and competitive advantages of the province.

Assessing that Tien Giang mainly produces raw agricultural products, the Prime Minister said that agricultural development needs to focus on building and developing brands, planning stable raw material areas, mobilizing the participation of banks and enterprises to ensure capital and input - output, applying science and technology, enhancing deep processing, and participating in the supply chain.

Maximize all resources for development; improve the efficiency of attracting and using investment capital (especially FDI capital and public-private partnership PPP). Accelerate the disbursement of public investment capital, 3 national target programs; focus on investing in connecting traffic infrastructure projects, industrial park infrastructure, tourism infrastructure, and services. Restructure budget expenditures towards increasing savings in regular expenditures to increase focused and key development investment.

Promote administrative procedure reform, improve the investment and business environment. Resolutely cut and simplify administrative procedures; shorten the time for processing records and administrative procedures, especially in land, investment, construction, planning, and environment; promptly resolve difficulties and obstacles, provide maximum support for businesses to develop and enrich themselves legitimately; support start-ups, innovation, and business incubators.

Research and refer to good models and practices nationwide to continue improving the rankings of indicators reflecting the business investment environment such as: Provincial Competitiveness Index (PCI), Provincial Public Administration Performance Index (PAPI), Public Administration Reform Index (PAR INDEX), improving rankings in digital transformation and provincial innovation.

Focus on developing cultural and social fields; protecting the environment; ensuring social security, improving the material and spiritual life of the people of all ethnic groups in the province; actively participating in the upcoming program to eliminate temporary and dilapidated houses nationwide. Developing cultural industries, promoting the value of heritages and relics in the area.

Maintain security and national defense; political stability, order and social safety; do a good job of information and communication work.

Pay attention to the work of building a clean and strong Party and political system; continue to improve the leadership capacity and fighting strength of Party organizations and Party members. Focus on the work of preventing corruption, negativity and waste; educate and train cadres and civil servants to say no to negativity and corruption. Focus on building a streamlined, effective and efficient apparatus; streamline the payroll associated with restructuring and improving the quality of cadres, civil servants and public employees with sufficient qualities, capacity and prestige, equal to the tasks.

Also at the meeting, leaders of ministries, branches and agencies responded and clarified Tien Giang's proposals and recommendations regarding the proposal to transfer the Soai Rap Oil and Gas Service Industrial Park project to the province; increase the allocation target for industrial park land area; supplement the 2024 public investment plan; projects to handle riverbank and coastal erosion, works to prevent salinity and store fresh water for production; socialized dredging project of Tien River waterway through Cua Tieu; investment in the Ho Chi Minh City - Long An - Tien Giang urban traffic axis project.

Commenting on the proposals, the Prime Minister assigned Deputy Prime Minister Le Minh Khai to directly direct ministries, branches, agencies, units and localities to thoroughly resolve issues related to the proposal to transfer the Soai Rap Oil and Gas Service Industrial Park project to Tien Giang province with innovative and practical thinking.

The Prime Minister assigned ministries and branches to urgently consider allocating the central budget reserve fund in 2024 to invest in the remaining 6.8 km section of the Go Cong offshore wave reduction dike with an estimated cost of VND336 billion. "Issues related to people's lives must be handled immediately," the Prime Minister emphasized.

To comprehensively and fundamentally solve the problem of climate change in the Mekong Delta region, after many practical surveys in localities and through this working trip, the Prime Minister requested the Ministry of Agriculture and Rural Development to preside over the development and submission of a project to overcome subsidence, landslides, drought, flooding and salinity in the Mekong Delta, accurately assess the situation, determine goals, viewpoints, tasks, solutions, and implement as soon as possible.

Regarding the Ho Chi Minh City - Long An - Tien Giang urban transport axis project, Minister Nguyen Van Thang said that this is an important transport route and investment can be studied and implemented earlier than expected on the basis of mobilizing diverse capital sources including ODA capital and local capital. The Prime Minister requested that relevant localities further promote the spirit of "self-reliance" to participate in the construction of this route.

The Prime Minister believes and hopes that with new faith, new motivation, new spirit, more effort, more determination, more efforts, Tien Giang will achieve new victories, each year higher than the previous year, together with the whole country to achieve the goal of "each year higher than the previous year" as directed by General Secretary Nguyen Phu Trong.
