This project is approximately 128.8 km long, divided into 5 component projects; in which Component Project 1 is invested in the form of public-private partnership, Build-Operate-Transfer (BOT) contract, applying the investment guarantee mechanism, the revenue reduction sharing mechanism according to the provisions of the law on investment in the form of public-private partnership. The preliminary total investment of the project is 25,540 billion VND, including 10,536.5 billion VND of central budget capital, 2,233.5 billion VND of local budget capital and 12,770 billion VND of capital arranged by the investor.
Project implementation time from 2024, basically completed in 2026, put into operation in 2027.
The objective of this project is to build a key expressway connecting the Central Highlands with the Southeast region, connecting Binh Phuoc, Dak Nong provinces and other localities in the region with Ho Chi Minh City, creating new space and development momentum for the Central Highlands and the Southeast region. At the same time, exploiting the potential of land use, developing tourism, processing industry, mineral exploitation industry, gradually restructuring the Central Highlands economy; contributing to the successful implementation of socio-economic development goals and tasks, ensuring national defense and security in the Central Highlands, the Southeast region and the country according to the Resolution of the 13th National Party Congress, the resolutions of the Politburo .
National Assembly deputies of Ninh Thuan province pressed the button to vote to approve the National Assembly's Resolution on investment policy for the North-South Expressway construction project in the West, Gia Nghia ( Dak Nong ) - Chon Thanh (Binh Phuoc) section.
Before voting for approval, the National Assembly listened to Chairman of the Economic Committee Vu Hong Thanh present a report on the acceptance, revision and explanation of the investment policy of the Project. Accordingly, regarding the investment scale and investment method, the Government has adjusted the draft Resolution in the direction of synchronous investment of the entire Project according to the scale of 4 complete lanes and using the contingency costs of the Project to ensure that the total preliminary investment of the Project is not increased.
The National Assembly Standing Committee also recommended that the National Assembly allow the Project to be implemented under the PPP method as proposed by the Government, in order to promptly respond to the urgency of the Project. However, in the implementation phase of the next steps, it is recommended that the Government study and find effective solutions to attract investors to participate in the Project.
Chairman of the Economic Committee Vu Hong Thanh also said that according to the Government's report, the preliminary assessment is that the investment in the Gia Nghia - Chon Thanh expressway will extend the toll collection period of the two BOT projects on National Highway 14 by about 5 - 6 years. After the project is put into operation, there will be enough basis to specifically assess the level of impact of the project on the two parallel BOT projects (BOT project of Bridge 38 in Dong Xoai town and the project to upgrade and expand National Highway 14 in Dak Nong province), from which there will be a basis to propose appropriate solutions, in the direction of: extending the toll collection period of BOT projects to ensure capital recovery and profit according to the signed contract or reporting to competent authorities for consideration of other appropriate solutions to ensure financial efficiency for the project.
Regarding the preliminary compensation, support and resettlement plan, receiving opinions from National Assembly deputies, in the implementation phase of the next steps, it is recommended that the Government pay attention to directing localities to develop appropriate compensation policies according to the principle that people moving to a new place of residence must be better, at least equal to the old place of residence; especially paying attention to the customs and practices of ethnic minorities, ensuring residential land, production land for people and training and job conversion for people affected by the Project, Mr. Vu Hong Thanh informed.
According to the Chairman of the Economic Committee, the Government has proposed to adjust the project implementation schedule from 2024, basically complete it in 2026, and put it into operation in 2027 to ensure the feasibility of the project. The National Assembly Standing Committee has directed relevant agencies to review and study the draft Resolution to incorporate specific mechanisms suitable for implementation to meet the requirements on progress and quality for the project.
The National Assembly Standing Committee also agreed with many National Assembly deputies' opinions in favor of the Government's proposal to extend the disbursement period of capital allocated from increased revenue and savings on regular expenditures of the Central budget in 2022 until the end of 2026. Regarding the proposal on bidding mechanisms, the draft Resolution assigned the Government to be responsible to the National Assembly for implementing, managing, exploiting and operating the Project in accordance with this Resolution and relevant legal provisions; urging and inspecting localities assigned to be the managing agencies or competent agencies and being responsible for the progress and quality of the Project.
