Dynamic, enthusiastic and responsible in work are the comments of everyone about Ms. To Ngoc Thoai Ngan (born in 1996), specialist of the Department of Culture - Society, People's Committee of Tan Ninh ward, Tay Ninh province.

To Ngoc Thoai Ngan works hard with a high sense of responsibility.

To Ngoc Thoai Ngan shared that in 2019, after graduating from Ho Chi Minh City University of Technology, Ngan worked at the Women's Union of Ninh Thanh Ward (old). Thanks to her spirit of effort, enthusiasm in work, and excellent completion of assigned tasks, on April 30, 2021, Thoai Ngan was honored to be admitted to the Party.

In May 2022, Thoai Ngan passed the civil service exam and came to work at the People's Committee of Ward 3 (old), in charge of the Labor, War Invalids and Social Affairs sector. From July 1, 2025 to present, Thoai Ngan has worked as a specialist at the Department of Culture - Social Affairs , People's Committee of Tan Ninh Ward.

“I always identify this as a task directly related to people's lives, requiring dedication, responsibility and a high spirit of service. Therefore, I focus on advising and effectively organizing the implementation of key contents” - Thoai Ngan shared.

Thoai Ngan pays monthly preferential allowances to policy beneficiaries and meritorious people.

Currently, the area manages more than 1,910 policy beneficiaries and meritorious people. The policies for war invalids, sick soldiers, martyrs' families, and meritorious people are always fully and accurately implemented by Thoai Ngan, without any delays or errors. Thereby, paying monthly subsidies of more than 2 billion VND to nearly 580 beneficiaries, mobilizing more than 55% of meritorious people to receive monthly preferential subsidies via ATM cards; implementing other subsidies, issuing health insurance cards, and solving employment.

Thoai Ngan also actively advised on establishing the Tan Ninh Ward Gratitude Fund with the hope of providing better and better material and spiritual care for those with meritorious services.

Along with implementing the State's preferential subsidy regime, Thoai Ngan proactively coordinated with sectors and organizations to mobilize units, businesses, and philanthropists to join hands to help policy families and people with meritorious services to the revolution in the area on the occasion of Lunar New Year and major holidays; promptly grasped the situation and advised on repairing and building new gratitude houses for 3 policy families with a total cost of more than 350 million VND; supported people with meritorious services to borrow capital for economic development.

As a young party member, Thoai Ngan always seeks to harmoniously resolve all assigned tasks, actively learns from the experiences of predecessors, and constantly improves her own knowledge and skills.

Regarding the issue of labor and employment, to support start-ups and livelihoods, Thoai Ngan proactively advised the Ward People's Committee to implement preferential loan programs from the Social Policy Bank, the National Employment Fund, and especially advised on implementing the Community Production Development Project under the National Target Program on Sustainable Poverty Reduction for the period 2023-2025.

Regarding gender equality, Thoai Ngan actively cooperates with the Ward Women's Union to carry out various forms of propaganda; pay more attention to vulnerable cases such as single women, girls in difficult circumstances, orphans, combining social subsidies with livelihood support to help them rise up and stabilize their lives.

With great determination, Ms. To Ngoc Thoai Ngan has creatively applied the content to the specific conditions of the locality to effectively carry out the assigned tasks. Those efforts and contributions have been recognized and commended by the local Party Committee and government.

In 2023 and 2024, Thoai Ngan was ranked as a Party member, cadre, and civil servant as "Excellently completing tasks" and was a grassroots Emulation Fighter. In addition, Thoai Ngan also received many certificates of merit in the areas of responsibility.
