Ho Chi Minh City Department of Construction has just reported to the City People's Committee on the construction status of the An Phu intersection project.
According to the report, the An Phu Intersection Project has implemented 13/18 construction packages, and so far the total construction output of the entire project has only reached about 70%.
Inspections show that the progress of all construction items is behind schedule, such as the HC1-01 underpass, which started construction in April 2023 and was scheduled to be completed in September 2024, but was only opened to traffic on June 30, 2025, 9 months late.
Or like the HC1-02 underpass, which started construction in April 2023 and was scheduled to be completed in September 2024, but is expected to be completed in April 2026, 19 months late.

Regarding the completion progress, according to the report of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - Project Investor), the entire project will be completed by December 31, 2026 (1 year later than the approved plan).
Some items will be completed first, such as: N2 overpass completed on December 31, 2025; HC1-02 underpass completed on April 30, 2026; N3 and N4 overpasses completed on June 30, 2026.
The N1.1 and N1.2 overpasses will be completed on December 31, 2026 if the 22,012 m2 land area is handed over before February 28, 2026 to be able to implement the N1.2 bridge branch.
According to the Investor's report, traffic organization for construction and technical infrastructure relocation are the main causes of delays.
However, through actual inspection, the Department of Construction found that the factors mentioned by the Investor were only part of the cause. These factors had been identified and evaluated in the feasibility study report preparation step, and the contractor selection plan... so they were not new factors arising during construction implementation.
The site clearance only affects the construction scope of bridge branch N1.2 and expansion of Luong Dinh Cua street; it does not affect the progress of the main items of the intersection including underpass HC1-01, HC1-02, bridge branches N2, N3, N4 and bridge branches N1.1 and N1.3.
The traffic organization plan is basically stable (only adjusted once), and the relocation of technical infrastructure will only affect about 2 months.
The Department of Construction also pointed out that the construction output of the HC1-01 underpass in the last 6 months of 2024 increased by only 4%, and in the first 6 months of 2025 increased by 16%. For the HC1-02 underpass in the last 6 months of 2024, it increased by only 8%, and in the first 6 months of 2025, it increased by only 4%.
Based on the above data, the Department of Construction concluded that the construction progress was slow and the output was low because the contractor had not ensured the required human resources, materials and equipment. As the investor, the Department of Transport was not decisive in handling the contractor's delay.
Therefore, the Department of Construction recommends that the City People's Committee assign the Traffic Department to review and evaluate all contractors constructing the Project and have solutions to handle contractors that are behind schedule.
At the same time, the Traffic Department must request contractors to increase resources, add more construction teams, work "3 shifts, 4 crews" to compensate for the slow volume and build detailed progress for the remaining items.
An Phu is a traffic intersection with a very large volume of traffic - the intersection of three major traffic routes (Ho Chi Minh City - Long Thanh - Dau Giay Expressway, Mai Chi Tho Street, Hanoi Highway), so traffic jams often occur.
The project, with a total investment of VND3,408 billion, was scheduled to start construction at the end of 2022 and be completed before April 30, 2025. The completion date was then postponed to the end of 2025.
According to the latest plan, the project's completion date will continue to be postponed to the end of 2026.
