On the morning of October 14, at the opening session of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced the Politburo 's decision on the transfer, assignment, and appointment to hold the position of Standing Deputy Secretary of the Ho Chi Minh City Party Committee for the term 2025-2030.

Accordingly, the Politburo decided that Mr. Le Quoc Phong, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Thap province, ceased to participate in the Party Executive Committee, Standing Committee, ceased to hold the position of Secretary of the Dong Thap Provincial Party Committee for the 2025-2030 term and other positions in the structure; transferred, assigned, and appointed to participate in the Party Executive Committee, Standing Committee, and hold the position of Permanent Deputy Secretary of the Ho Chi Minh City Party Committee for the 2025-2030 term.

Thus, the Standing Committee of the Ho Chi Minh City Party Committee for the 2025-2030 term has 29 comrades. The Standing Committee of the Ho Chi Minh City Party Committee for the 2025-2030 term has 7 comrades.

Mr. Le Quoc Phong was born in 1978, hometown Hanoi; qualifications: PhD in Biotechnology, Master of Biology, Bachelor of Biology, Senior in Political Theory.

He is a member of the Party Central Committee, 12th (alternate), 13th terms; a National Assembly deputy, 14th and 15th terms; and a concurrently a National Assembly deputy of the Science, Technology and Environment Committee of the 15th National Assembly (from February 2025).

Mr. Le Quoc Phong grew up in the youth union and association work, was the Secretary of the Central Youth Union, 10th term, and President of the Central Vietnam Student Association, 9th term.

In April 2016, he was elected First Secretary of the Central Executive Committee of the Youth Union and re-elected in December 2017.

In 2018, he was elected as President of the Vietnam Youth Union, term VII. In August 2020, he was re-elected as Secretary of the Central Party Committee of the Youth Union.

From October 2020 to September 2025, he was Secretary of the Dong Thap Provincial Party Committee for the 2020-2025 term, Secretary of the Dong Thap Provincial Military Party Committee, Head of the National Assembly Delegation of Dong Thap Province, 15th term.
