Mr. Nguyen Loc Ha was assigned to handle daily work of the Ho Chi Minh City People's Committee.

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has just signed a document assigning the handling of regular, daily work of the City People's Committee.

Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned Mr. Nguyen Loc Ha - Member of the Standing Committee of the City Party Committee, Permanent Deputy Secretary of the Ho Chi Minh City Party Committee, Vice Chairman of the City People's Committee - to direct and handle records and regular, daily work of the City People's Committee.

The assignment period is effective from November 15, 2025 until a new assignment decision is made.

This assignment is to ensure continuity in helping the Chairman of the Ho Chi Minh City People's Committee direct and manage the work of the City People's Committee, after the Standing Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho took on the duties of Vice Chairman of the City People's Council.

Mr. Nguyen Loc Ha was born in 1974, hometown: old Binh Duong , now Ho Chi Minh City; professional qualifications: architect, bachelor of economics - politics.

Mr. Nguyen Loc Ha has held many important positions in the former Binh Duong province: Deputy Director of the Department of Construction, Chairman of the People's Committee of Thu Dau Mot City, Vice Chairman of the Provincial People's Committee, and Standing Deputy Secretary of the Provincial Party Committee.

From July 2025, when Binh Duong and Ba Ria - Vung Tau merged with Ho Chi Minh City, Mr. Nguyen Loc Ha became Vice Chairman of the City People's Committee.

Along with that, the Chairman of the Ho Chi Minh City People's Committee also assigned Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong to be in charge of the entire railway sector in the city.

Mr. Bui Xuan Cuong directs and coordinates between relevant agencies and units in the process of deploying and implementing railway projects; directly reviews, processes and signs all documents and papers related to deployment, planning, investment, administrative procedures and issues related to the railway sector and projects; ensures that the processing of documents and procedures complies with the law and is in accordance with the assignment of the Chairman of the Ho Chi Minh City People's Committee.

This adjustment is to meet actual conditions and work requirements, ensure smooth and synchronous direction and operation, and speed up the progress of deployment and implementation of railway projects.

Departments, branches, sectors; People's Committees of communes, wards, special zones and relevant agencies and units shall implement the new assignment; proactively and actively coordinate closely with Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong in the process of implementing tasks in the railway sector.

Mr. Bui Xuan Cuong was born in 1975, hometown Ninh Binh. He has the following qualifications: PhD in Civil Engineering, Master of Engineering, Master of Public Administration, Engineer in Bridge and Road Construction, Senior in Political Theory.

He has held important positions: Head of the Traffic Management Department of the former Department of Transport; Deputy Director of the former Department of Transport; Head of the Urban Railway Management Board; Director of the former Department of Transport; Head of the Urban Railway Management Board for the second time; Vice Chairman of the Ho Chi Minh City People's Committee.

From July 1, 2025, when Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau merge into Ho Chi Minh City, Mr. Bui Xuan Cuong will be Vice Chairman of Ho Chi Minh City People's Committee.
