According to the leader of the Department of Natural Resources and Environment, the department has drafted a Decision to submit to the Provincial People's Committee detailing a number of articles, clauses, and points of the 2024 Land Law and the Government 's Decree on compensation, support, and resettlement when the State acquires land in the province. The draft decision consists of 38 articles that specify the provisions of the 2024 Land Law, such as: Land compensation, compensation for property damage, support, and resettlement; reward policies, handling of violations during the land acquisition process; decentralization of implementation. At the meeting, representatives of departments, branches, and sectors commented on a number of contents in the draft decision, such as: Land compensation price list, unit price for compensation for crops and livestock; support and vocational training for subjects of land acquisition by the State; decentralization of approval of compensation and resettlement support budget estimates, etc.
Regarding the draft documents detailing the implementation of the 2024 Land Law, the Housing Law, the Real Estate Business Law and the Law on Credit Institutions, representatives of departments, branches and sectors discussed a number of contents on the issuance procedures, the drafting agency; and a number of difficulties in the process of drafting documents guiding implementation.
Concluding the meeting, Mr. Tran Hoa Nam assigned the Department of Natural Resources and Environment to collect comments to complete the draft and send it to agencies and units in the province, the Ministry of Natural Resources and Environment, and the Ministry of Justice for comments. Regarding the draft document detailing the implementation of the above 4 laws, Mr. Tran Hoa Nam assigned the Departments of Natural Resources and Environment, Construction, Planning and Investment, and Justice to coordinate with relevant departments, branches, and units to continue researching and agreeing on the direction of adjusting the remaining contents; urgently develop and complete the draft according to the assigned authority and responsibility.
* Directing to speed up site clearance progress for projects in the agricultural sector
On the same morning, Mr. Tran Hoa Nam chaired a meeting with leaders of relevant departments, branches and localities on the implementation of projects invested by the Department of Agriculture and Rural Development.
According to the report of the Department of Agriculture and Rural Development, in addition to a number of completed projects and projects undergoing investment procedures, currently, there are a number of projects facing difficulties that affect the implementation progress, such as: Cha Rang Lake (Ninh Hoa town), Son Trung Lake (Khanh Son district) having difficulty in implementing compensation, support and resettlement procedures; localities have not yet handed over construction sites according to the committed schedule. The Dynamic Fishing Port Project under the Khanh Hoa Province Large Fisheries Center (Cam Ranh City) has completed site clearance procedures, but 2 ships must be moved out of the project area, including 1 ownerless ship, requiring a lot of time to carry out procedures according to regulations, the remaining ship will be moved out of the project area before August 15. In addition, from August 1, compensation, support, and resettlement when the State acquires land will be implemented according to new regulations, which will affect the site clearance progress of these projects.
Concluding the meeting, Mr. Tran Hoa Nam requested the People's Committee of Ninh Hoa town and Khanh Son district to complete the approval of compensation and resettlement support plans for the listed cases to ensure the completion of the dossier for compensation and support payments according to regulations before August 1; urgently deploy solutions to speed up site clearance for the remaining cases. For the ownerless ships affecting the Dynamic Fishing Port Project under the Khanh Hoa Provincial Large Fisheries Center, the Department of Justice advised the province to handle them in accordance with the law.
