Board member and General Director Luu Van Tuyen chaired the meeting, with the participation of members of the Board of Directors, leaders of the Boards of Directors, the Group's operational departments, member companies including branches and warehouses, as well as Van Phong Foreign Trade Petroleum Company (VPT) and Petrolimex Water Transport Corporation (PGT).
Focus on expanding the Level 5 fuel business – improving product quality standards.
At the conference, delegates spent considerable time analyzing and evaluating the plan for deploying Level 5 fuel – a product group that meets high environmental standards, aligns with the clean energy development orientation, and meets the requirements of regulatory agencies. Expanding the Level 5 fuel business is a strategic step that helps Petrolimex standardize its product portfolio according to new standards, enhancing its competitiveness in the retail and distribution market.
The Group's leadership requested that all units proactively develop transition plans, prepare warehousing, port, and transportation infrastructure, and coordinate communication to create unity and consensus throughout the system.
Implementing biofuels according to Circular 50/2025/TT-BCT
The conference focused on solutions for implementing the biofuel business roadmap according to Circular No. 50/2025/TT-BCT issued on November 7, 2025. Circular 50 stipulates the roadmap for applying the blending ratio of biofuels and traditional fuels. Accordingly, from June 1, 2026, unleaded gasoline must be blended into E10 gasoline for use in gasoline engines nationwide. In addition, blending into E5RON92 gasoline for use in gasoline engines will continue until December 31, 2030. Circular 50 will create the legal basis for expanding the distribution of biofuels nationwide.
Petrolimex has agreed on key solutions including: reviewing and adjusting the system of tanks, vehicles and equipment at depots and gas stations; ensuring a stable supply and quality of fuel according to technical standards; organizing training for operating staff and strengthening communication and guidance to consumers about the benefits and advantages of biofuels.
The Group's leadership emphasized that this is a transformative task requiring close coordination and synchronized implementation from the beginning of 2026.
Orientation of production, business and investment development plan for 2026
The conference also discussed the business production and investment development plan for 2026, in the context of a continuously volatile energy market and increasing demands for management innovation. Petrolimex aims to maintain stable production and market share; prioritize investment in upgrading facilities, petrol stations, warehouses, and logistics; promote digital transformation and the application of technology in operation and supply chain management; and strengthen risk control and optimize costs.
Units are required to closely monitor market scenarios, develop plans that are appropriate to the specific circumstances of each locality, and ensure efficient, safe, and legally compliant business operations.
Concluding the meeting, Board Member and General Director Luu Van Tuyen highly appreciated the efforts of the entire system in achieving and exceeding the targets for production volume, revenue, profit, and budget contributions in 2025. However, the context of still risky world oil prices requires the units to continue to maintain results and exercise caution in management.
Regarding product strategy, the Group's General Director requested a focus on trading in level 5 fuels, proactively securing domestic sources, increasing imports of high-quality products, and maintaining flexible policies with the system of primary and distribution traders. Units must have a firm grasp of blending needs and prepare E100 and mineral gasoline sources to meet the biofuel deployment roadmap.
Regarding investment and logistics, the Group's leadership urgently requested the upgrading of facilities, the acceleration of investment appraisals, the review of internal costs, and the optimization of warehouse capacity utilization. This is an opportunity for Petrolimex to leverage its infrastructure advantages in a rapidly changing market.
Regarding key tasks, the Group needs to audit retail channel costs; improve road transport operations; develop marketing and loyalty policies; standardize business mechanisms in bordering markets; accelerate the development of gas stations and value-added services; and promote digital transformation and automation in operations.
The Group's leadership called on the entire system to continue to unite and resolutely implement assigned tasks, ensuring the successful completion of the 2025 goals and creating a solid foundation for the 2026 plan.
