(Chinhphu.vn) - The report on the socio-economic situation presented by the Prime Minister at the 10th Session of the 15th National Assembly outlined a successful term, in which macroeconomic stability is the foundation; infrastructure breakthroughs and digital transformation are the driving force; inclusive social development is the goal; institutional reform is the tool; and international integration is the environment. This synthesis not only reflects the success of the 2021-2025 term but also creates a solid and reliable foundation for the country to confidently enter a new stage of development.

On the morning of October 20, at the opening session of the 10th Session of the 15th National Assembly, Prime Minister Pham Minh Chinh presented a report summarizing the implementation results of the Socio- Economic Development Plan for 2025 and the 5-year period 2021-2025; and the projected Socio-Economic Development Plan for 2026.

Lawyer Nguyen Van Hau, Chairman of the Vietnam Lawyers Commercial Arbitration Center (VLCAC), gave his comments on the socio-economic results in the 5 years 2021-2025.

According to Lawyer Nguyen Van Hau, the socio-economic report presented by the Prime Minister at the 10th Session of the 15th National Assembly is a document of profound practical value. This document not only summarizes a tumultuous 5-year term (2021-2025), but is also an important discourse, reflecting the maturity of national governance thinking. When analyzing the positive aspects of the report, it is possible to identify a system of synchronous and logical achievements, in which each element is a premise and a result of another element, creating an overall picture of a steadfast and adaptive Vietnam.

Firstly, one of the fundamental achievements and the Report emphasizes as a top priority is the ability to persistently maintain macroeconomic stability. This is an outstanding highlight, especially when placed in the context of global geopolitical fragmentation, escalating international inflation and the disruption of post-pandemic supply chains. The Report's assertion that the consumer price index (CPI) has been successfully controlled below the 4% threshold is not just a statistical figure; it represents a strategic policy choice, prioritizing the protection of real income and purchasing power of the people. Moreover, the Report points out the soundness of major balances, demonstrated by the reduction of public debt and the control of budget deficit ratio at a safe level, along with a significant improvement in labor productivity. These indicators create a solid macro “buffer”, strengthen investor confidence, stabilize market sentiment and create the necessary fiscal space for the Government to implement intervention policies and support the economy when necessary. This stability is a prerequisite for all other sustainable growth and development goals.

Second, on that stable macro-economic foundation, the Report also provided empirical data showing the feasibility and specificity of socio-economic development indicators. The fact that most of the main indicators were achieved and exceeded the plan not only reflects the efforts to overcome difficulties, but also shows the quality of policy-making work. Specific statistics on GDP growth, the increase in per capita income, and the continuous improvement of the Human Development Index (HDI) are evidence of a development strategy in the right direction and with a focus. This "systematic" and "highly feasible" nature shows a shift in state management, from setting aspirational goals to planning based on actual resources and implementation capabilities, thereby improving the efficiency and accountability of the administrative apparatus.

Third , one of the clearest evidences for the completion of socio-economic targets is the historic breakthrough in infrastructure development. The report affirmed that this is one of the "Three strategic breakthroughs" with focused resources for implementation. The completion and putting into operation of more than 3,200 km of expressways (according to aggregate data) is not only an impressive number in terms of technology, but also a revolution in connectivity. It directly solves the inherent "bottleneck" in logistics, which is a cost burden for businesses, while restructuring the national development space, enhancing inter-regional connectivity, and opening up new economic corridors, attracting investment to localities that were previously considered less advantageous. Strong investment in transport infrastructure, along with energy and urban infrastructure, is a push with spillover effects, boosting other socio-economic indicators and improving the overall competitiveness of the economy.

The 2021-2025 term will see a historic breakthrough in infrastructure development.

Fourth, along with "hard infrastructure", the Report also emphasizes achievements in "soft infrastructure", especially the promotion of science and technology, innovation and national digital transformation. This is identified as a new growth driver, key for Vietnam to escape the middle-income trap. The 2021-2025 term witnessed the drastic participation of the entire political system in building a digital government, digital economy and digital society, with the core being national data platforms (such as Project 06 on population data). The Report shows efforts to change thinking, viewing digital transformation not as a mere information technology project, but as a revolution in the way of management, production and social operation. The strong development of the innovation and digital technology ecosystem is considered an inevitable path to restructuring the economy, shifting the growth model from breadth (based on labor and resource intensity) to depth (based on knowledge, science and technology and high added value).

Fifth, the report also strongly affirms the humane nature of the regime and the sustainability of the development model, through in-depth analysis of progress in the fields of culture, society and welfare. Vietnam's economic growth in the past term was not an "economic" development, but an inclusive, "people-centered" development process. The report pointed out outstanding results in multidimensional poverty reduction, improving the quality of health services (especially primary health care after the pandemic), education reform, and strengthening resource management and environmental protection. This comprehensive attention ensures that the fruits of growth are shared fairly, contributing to strengthening national solidarity and ensuring social stability - which is an invaluable "social capital" for development.

Sixth, to ensure the above objectives are implemented, the Report did not avoid but directly mentioned institutional reform efforts, clearly demonstrating transparency and responsibility in state management. The determination to reduce staffing, streamline the apparatus, and strictly handle corruption and waste cases "without forbidden zones" is a strong political commitment. This effort not only helps improve the efficiency and effectiveness of the state apparatus, but more importantly, it contributes to cleaning up the investment and business environment and strengthening the people's "strategic trust" in the leadership of the Party and the management of the State. This is a key factor in mobilizing the combined strength of the whole society for the common development.

Finally, all of the above internal achievements are thanks to a favorable international environment, the result of an effective international integration and foreign policy. The report emphasizes the success of the "bamboo diplomacy" approach, with Vietnam upgrading its relations to Comprehensive Strategic Partnership with many major powers, creating a balanced, independent and autonomous geopolitical position. The re-election to the United Nations Human Rights Council is an objective measure, demonstrating Vietnam's increasingly enhanced prestige and position. Success on the foreign front not only creates a peaceful and stable environment to focus on development, but also directly expands export markets, attracts high-quality FDI capital flows and accesses new sources of knowledge and technology in the world.

In general, the above positive aspects do not exist in isolation, but have a close dialectical and mutual relationship. The Prime Minister's report has outlined a successful term, in which macroeconomic stability is the foundation; infrastructure breakthroughs and digital transformation are the driving force; inclusive social development is the goal; institutional reform is the tool; and international integration is the environment. This synthesis not only reflects the success of the 2021-2025 term but also creates a solid and reliable foundation for the country to confidently enter a new stage of development.
