Allocate 2,000 tons of rice from national reserves to support people affected by floods

On November 23, the People's Committee of Khanh Hoa province issued a decision to allocate 2,000 tons of rice from the national reserve to support people affected by floods in the province.

The Provincial People's Committee directs the Department of Agriculture and Environment to preside over and coordinate with the State Reserve Department of Region XIII and localities to agree on the time and place for receiving and delivering national reserve rice in accordance with the actual situation of the localities; guide localities to receive and distribute it promptly and in accordance with regulations; organize inspection, supervision, synthesis and report to the Provincial People's Committee. The State Reserve Department of Region XIII organizes the transportation and delivery of rice to localities receiving rice at the centers of communes and wards; ensuring the correct type, sufficient quantity and quality of rice according to regulations.

The People's Committees of communes and wards receive rice quickly, promptly, on time, in terms of type, quantity and quality; manage and distribute rice promptly in accordance with the correct regime, policies and to the correct subjects, ensuring records and procedures according to regulations. The cost of loading rice onto vehicles at the centers of communes and wards and the means of transporting rice from the centers of communes and wards to villages and residential groups to provide for hungry households are paid by the local budget according to regulations. Communes and wards must complete the work of distributing rice to the people immediately after receiving rice; closely inspect and supervise the distribution of famine relief rice to the people, absolutely not allowing negativity to occur during the rice distribution process.

For localities that have not received support in this period or have insufficient support, it is recommended that they proactively use local budgets and other mobilized sources to organize famine relief for the people. In case local resources and mobilized sources are not guaranteed, communes and wards must send documents to the Department of Agriculture and Environment and the Department of Finance for synthesis and submission to the Provincial People's Committee for consideration.
